Tourism Improvement District

The Economic Development Division manages the City of Napa’s share of the Napa Valley Tourism Improvement District (NVTID) funding through the Napa TID’s Local Governing Committee. The Committee’s mission is to promote the lodging properties and partners in hospitality and support local activities and products that promote, support and enhance locally based tourism and hospitality efforts.

How does the NVTID work?

The District assesses an additional 2% TID assessment to Transit Occupancy Taxes (TOT) upon lodging businesses (hotels, motels, bed and breakfasts, etc.). The tax assessment applies to gross short-term (less than 30 days) room rentals on lodging businesses. The 2% TID assessments are collected and dedicated solely for marketing efforts aimed at promoting tourism in Napa County valley-wide and in each of Napa County's jurisdictions. What’s the Background?

On June 15, 2010, upon approval and endorsement by the lodging industry in Napa County, the Napa County Board of Supervisors voted to create the Napa Valley Tourism Improvement District (NVTID). The NVTID was formed under the provisions of the Property and Business Improvement District Law of 1994 (Streets and Highways Code Section 36600 et seq., hereafter "94 Act").

How is it Governed and Where does the Funding Go?

NVTID revenues are collected by each jurisdiction in the district in conjunction with TOT collection. 12% of the total revenue collected from the TOT is returned to the City's general fund. The 2% TID revenue is then dispersed to two different organizations:

  1. The City's Local Governing Committee, who receives 26%
  2. Visit Napa Valley," who receives 74% of the assessment amount.

Visit Napa Valley is the official tourism marketing organization for The Napa Valley, while the Napa TID Local Governing Committee focuses their marketing efforts strictly on the City of Napa and Downtown Napa.
