The Housing Authority currently administers housing rehabilitation programs for the cities of Napa and American Canyon, Calistoga and St. Helena. These programs provide low and no interest loans and grants to assist in home repairs for low-income residents. Housing staff provide project management including:
- Conducting a property inspection
- Documenting the scope of work
- Developing bid documents
- Conducting bid walks
- Facilitating the selection of eligible contractors
- Preparing of the rehabilitation contracts
- Managing of the rehabilitation work for consistency with contract specification
- Approving of all contractor payments
Emergency Home Repair Program
The Housing Division of the City of Napa has an Emergency Home Repair Program for low-income City of Napa homeowners. If you are below 80% of Median Income for your family size (see Median Income Limits Chart (PDF)), you may qualify for free emergency home repairs.
Grant funds can be used to repair windows, doors, leaking roofs, plumbing and electrical problems and more. This program is available for owner-occupied conventional homes, mobile homes, condominiums, and town homes. Access the Emergency Repair Program application (PDF).

Housing Rehabilitation Loan Programs
The Housing Division offers housing rehabilitation loan programs to both owner occupants and investor owners (Napa only). The types of housing eligible for a housing rehabilitation loan include single family homes, mobile homes, multi-family homes, apartment buildings or other residential housing.
Under the Housing Rehabilitation Program, eligible work includes, but is not limited to:
- Accessibility/mobility modifications
- Correction of health and safety deficiencies
- Energy conservation
- Termite damage
- Water damage
