Access the owner rehabilitation application in English (PDF) or Spanish (PDF). Housing eligible for rehabilitation Loans must be the primary residence of the owner. The owner’s total household income must be at or below 80% of the area median income. The property must also be located in the City of Napa.
Homeowners who are income eligible may qualify for a 20-year Deferred Payment Loan at 0% interest. Owners of mobile homes may qualify for a forgivable loan.
Owner Rehabilitation Loan Information
This program is part of the City’s effort to preserve and improve the housing needs of low to moderate-income families. Qualified property owners may be eligible to receive a no interest loan for home repairs and improvements, based upon the household’s total annual income and equity in the property.
In addition to providing low and no interest loans to eligible applicants, the Housing Division offers assistance throughout the application, loan and construction phases of work, including contractor appropriation and construction management.
Funding is currently available to make repairs and improvements to both mobile homes and conventional homes. View a chart (PDF) showing area median income at 50% and 80% of area median income.
