UPDATE: Current City Operations
We are OPEN! City buildings will be open Monday through Thursday, from 8 AM – 5 PM, and will be physically closed to the public on Fridays. However, the community will still be able to access staff and services either by phone or by appointment, depending on services requested.
We respectfully ask that all visitors to our facilities please wear a mask when indoors, as the safety of our community and our staff is of the utmost importance.
Our goal is to answer all calls as they are received, but if you receive voicemail, please leave a detailed message with your name, phone number, email address, and the address of the property you would like to discuss. You are also welcome to email us at the addresses provided below.

Community Development
Responsibilities
The Community Development Department (CDD) provides community planning, development review and inspection services for the residents of Napa and the development community, and facilitates the permitting process in a manner that is consistent with City, State and federal standards.

General Plan & Zoning Ordinance
CDD also administers and maintains the General Plan and Zoning Ordinance, and prepares studies and documentation to address future planning needs.
