Rate Adoption Process 2011

Effective October 1, 2011, the City of Napa water rate structure was adjusted based on a Water Cost of Service Rate Analysis (PDF) in compliance with Proposition 218. The City Council adopted water rates for a five-year period (through 2016) for single-family residential, multi-family residential, commercial, and irrigation customers, fire service charges, and pumped zone surcharges. The following documents chronicle the development of these rates:

• Resolution R2011 128 (PDF) - City Council adopted Resolution R2011 128 on September 20, 2011, establishing water rates through 2016.
• September 20, 2011 Presentation to City Council (PDF) - Staff presentation to City Council on the need for revenue increases to address capital improvements, the customer bill impacts of the new rate structure, and the reallocation of Water Fund Reserves.
• September 20, 2011 City Council Staff Report (PDF) - City Council held a Public Hearing to Adopt Water Rates for a Five Year Period and Adopt Reserve Levels for the Water Enterprise Fund.
• Special Notice on Water Rates (PDF) - On August 5, 2011, this notice was mailed to property owners and water customers served by the City of Napa Water System. The notice identified the proposed adjustments to water rates and rate structure, explained the need for the adjustments, instructed the public on filing comments or protests, and announced the Public Hearing of September 20, 2011. The Special Notice complied with requirements of Proposition 218.
• August 2, 2011 Presentation to City Council (PDF) - Staff presentation to City Council on proposed water rate adjustments, change in rate structure, and public communication plan.
• August 2, 2011 City Council Staff Report (PDF)- City Council reviewed proposed new rates, authorized Public Notification of Water Rate Adjustment in accordance with Proposition 218.
