The City of Napa’s Housing Division has enhanced two different programs to help improve rental units in Napa. Both programs are funded by the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) program.
The City’s Rental Housing Rehabilitation Loan Program provides financial and technical services to help refurbish affordable rental housing in the City of Napa. The purpose of the program is to improve and expand the number of affordable rental housing units in the City of Napa by providing a pool of no-interest 20-year deferred loan funds for the rehabilitation of rental property occupied by low-income tenants.
The program was recently amended on August 3, 2021, to encourage owners of rental properties to utilize the program so that renter households, with incomes of up to 80% of the area median, in Napa can benefit from improvements to their units. These changes included increases in loan maximums, providing options for the term of rental restrictions, and increased rent limits.
As part of its rehabilitation program, the City of Napa’s Housing Division is also offering Tenant Accessibility ADA Grants to make a rental unit accessible for a person with disabilities. Eligible tenants may receive grants of up to $5,000 to make ADA improvements such as widening doorways and hallways, adding transitional floor coverings, grab bars, and ramps, relocating electrical switches and outlets, and modifying kitchen cabinets or washrooms. Landlords must agree not to require the tenant to remove the improvements at the end of their tenancy.
To be eligible for either of these programs, tenants must have household incomes at or below 80% of the area median income adjusted by size at the time of application.
