Roundabout UpdateSecond Roundabout to Open Soon & First and Second Street Direction Reversal Construction on the roundabouts is moving along and motorists have surely noticed many of the changes underway in the area. There are still a number of road closures and detours in place as crews have taken advantage of a dry fall and combined some project phases to speed up the overall construction, reduce costs and minimize the impact on the public. At this point in time, the project is about 70% complete and is well ahead of the original project schedule which showed an 18-month construction timeframe. Right now, it looks like the project may be completed in March, but that depends on the weather.
First and California Roundabout
As of today, the second roundabout at First and California may be opening for limited use in the next few weeks. Traffic will still access downtown via Second Street. However, drivers may access northbound California Boulevard once the second roundabout is far enough along with construction. Again, this depends on weather. The second roundabout will not be complete but will function as a roundabout for eastbound First Street drivers wishing to go north on California or access Clay Street to enter downtown. is expected to open in the next week or so. First and Second Street Direction Reversal
The contractor will continue work to reverse the direction of First and Second Streets (called a couplet flip) sometime around January 9th or 10th. Residents and businesses owners will be notified by the contractor directly about this work as well. This work will involve the removal and reinstallation of striping and pavement markings to allow for the direction change. The City will be coordinating with the roundabout project contractor to modify the existing signals and striping at First and Second Streets at Jefferson to accommodate the change in direction. Again, these two phases are weather permitting – and with rain in the forecast, this work could be delayed.
As each phase nears completion, we will continue to share these updates with the community. We appreciate the patience of all the drivers, neighbors and business owners in the area. A large-scale construction project like this can definitely bring a headache or two, but our project partners, Caltrans and O.C. Jones, have worked with the City of Napa to minimize the impacts and speed up the process. We should see the fruits of these labors sooner than expected.

Community Open House We would like to invite you to another public presentation and update on the Napa Public Safety and City Hall Facilities project. There will be two more opportunities for you to attend: Thursday, January 9, at 4:00 p.m. or 5:30 p.m., held in City Council Chambers in City Hall at 955 School St. Our Project Team will give a brief presentation and be available to answer any questions you might have.
If you cannot make the presentations, there will be a display about the project and the options in the lobby of City Hall beginning on December 9th and running through January 10th.

Hydrant Flushing Program to Launch First Week of January The City of Napa Water Division will begin our annual Hydrant Flushing Program during the first week of January 2020. This year’s program is expected to continue through April 2020 and will include Zone 2 and the Zone 4 & 5 areas above the Silverado Country Club. Hydrant flushing is an important maintenance activity to clean and flush the City water mains. Fire hydrants are opened to move a large volume of water at a higher-than-normal velocity through the mains. This procedure mobilizes particles and minerals that have settled over time and flushes them out of the system. This activity assists the City in maintaining the highest quality of water in the public water system.
Due to the nature of the flushing program, it is difficult to determine the exact day we will flush in each area. For that reason, the Water Division will update the City’s website regularly to provide a map of the region being flushed each day and a map of the region that will be flushed next, to help keep the public up to date on our progress. Goodbye, Chalk!New Parking Enforcement Tool in Effect Starting January 6, 2020The new Parking Enforcement vehicles have officially been upfitted with new License Plate Reading (LPR) cameras and software. The Parking Ambassador team has conducted testing of this new technology over the past month to ensure seamless integration of the camera system and handheld citation devices. This new system increases efficiency and accuracy in the new parking enforcement program. This new technology will eliminate the method of tire chalking all together and replace it with LPR.
On Monday, January 6th, 2020, the LPR testing period will end. This means the Parking Ambassador team will be using LPR for all forms of Parking Enforcement. The team will no longer default to a Warning citation (as we have during the testing period), but will continue issuing Warning citations on a case-by-case basis.

Please have your tree on the curb by 9:00 am on January 4, 2020. Please DO NOT set out your tree earlier in the week, since tree collection will not take place until Saturday, January 4th. Trees must be free of ornaments, nails, tinsel, stands, and metal spikes. All are safety hazards.
A voluntary donation of $10.00 per tree is suggested and appreciated. Please do not leave money on the tree! Scouts will come to your door. Please leave a check made out to “Boy Scouts of America” in an envelope at your door.

Sandbag Saturdays ReminderTo help the community prepare for possible flooding, sandbags and sand are distributed free of charge to City residents and business owners the first Saturday in November, December, January, February, and March. The distribution takes places from 9 a.m. to 1 p.m. on the first Saturday of the month at the City Corporation Yard: 770 Jackson Street, Napa.
