Roundabout UpdateSecond Roundabout Now Open & First and Second Street Direction Reversal The next important phase of the roundabout construction work is underway. As of today, the directional change (couplet flip) of First and Second Streets, between California Boulevard and Jefferson Street will be complete. Leading up to the reversal, crews removed existing striping and pavement markings followed by the installation of new striping and pavement markings as well as new traffic signage to accommodate the change. In advance of this work, residents and customers were notified and were still able to access First and Second Streets during construction.
Once the striping, pavement markings and traffic signage are installed, traffic will be changed and flow in the opposite direction. First Street will be a one-way street with traffic heading eastbound (towards downtown), and Second Street will be a one-way street with traffic heading westbound (towards SR29). This effort will also include new changes to the existing traffic signals at First and Second Streets at Jefferson Street to accommodate the directional change.
We anticipate that California Boulevard will be open between Second and Third Streets by the end of January, and the third roundabout is expected to open sometime in early to mid-February. Of course, this schedule is weather permitting and significant wet weather could delay this timeline.

Napa Lighted Art Festival ReturnsJanuary 11th - 19th, 2020
Napa does Art After Dark! FREE to the public, this 9-day festival features iconic architecture becomes that the painting in this unique lighted art walk. Original artwork created by local and international artists will be installed at approximately 13 locations in Downtown Napa, the Oxbow District and other places within the City of Napa. Supporting the innovative techniques using light and light technologies as a growing art medium the Napa Lighted Art Festival is a celebration of creative arts, technology and lights. Artwork displayed at this year’s Napa Lighted Art Festival will include light art, video art, 3D video mapping projections, lighted sculptures and projects that use technology or interactivity. 2020 Festival Highlights Lantern Parade: Veteran's Park Friday, January 17th 6:30pm Everyone can be a part of Art After Dark! This fun-filled people parade will start and finish at Veteran’s Park and weave through the various art installations in downtown Napa. All ages are encouraged to participated and create a lantern. Napa's Public Safety & City Hall Facilities ProjectUpcoming City Council Meeting: Tuesday, Jan. 21 at 2 PM
Staff will present updated options for the Public Safety & City Hall Facilities Project to the City Council at the January 21, 2020 City Council meeting, which will include staff recommendations on project alternatives and financial plans and recommend next steps on the project.
The presentation will include feedback, considerations and recommendations provided by City staff, as well as members of our community, that was gathered through meetings with employees, public outreach meetings and an online survey.

Goodbye, Chalk!New Parking Enforcement Tool Now in Effect The new Parking Enforcement vehicles have officially been upfitted with new License Plate Reading (LPR) cameras and software. The Parking Ambassador team has conducted testing of this new technology over the past month to ensure seamless integration of the camera system and handheld citation devices. This new system increases efficiency and accuracy in the new parking enforcement program. This new technology will eliminate the method of tire chalking all together and replace it with LPR.
The LPR testing period has now ended. This means the Parking Ambassador team will be using LPR for all forms of Parking Enforcement. The team will no longer default to a Warning citation (as we have during the testing period), but will continue issuing Warning citations on a case-by-case basis.

Hydrant Flushing Program Underway The City of Napa Water Division began the annual Hydrant Flushing Program this week. This year’s program is expected to continue through April 2020 and will include Zone 2 and the Zone 4 & 5 areas above the Silverado Country Club.
Hydrant flushing is an important maintenance activity to clean and flush the City water mains. Fire hydrants are opened to move a large volume of water at a higher-than-normal velocity through the mains. This procedure mobilizes particles and minerals that have settled over time and flushes them out of the system. This activity assists the City in maintaining the highest quality of water in the public water system.
Due to the nature of the flushing program, it is difficult to determine the exact day we will flush in each area. For that reason, the Water Division will update the City’s website regularly to provide a map of the region being flushed each day and a map of the region that will be flushed next, to help keep the public up to date on our progress.
