Napa's Public Safety & City Hall Facilities Project


Staff presented updated options for the Public Safety & City Hall Facilities Project to the City Council at the January 21, 2020 City Council meeting.

The presentation included feedback, considerations and recommendations provided by City staff, as well as members of our community, that was gathered through meetings with employees, public outreach events and an online survey. 

City Council ultimately voted to move forward with exploring Option 1, which was detailed in the presentation. This option includes plans for a new City Hall, Public Safety Building and Fire Station 1.

Board Opening: Napa County Mosquito Abatement District Board


Want to make a difference in your community? Do you have expertise you could share? The City Clerk is accepting applications from Napa Residents for a total of one opening; one to serve on the Napa County Mosquito Abatement District Board.  Applications are available online for submission on the Boards, Commissions and Committees page at www.cityofnapa.org. Please submit application by 5:00 p.m. Friday, January 31, 2020.
 
Board Details
The Napa County Mosquito Abatement District Board is the Governing Body of the Mosquito Abatement District which provides mosquito/vector control services for the County of Napa.
 
The Board consists of six members: one of whom represents the City of Napa. The City Council of the City of Napa appoints one member to the Board of Trustees to serve as the City’s representative.  All other members represent the other governmental jurisdictions in the County of Napa in addition to one member representing the County at-large. The City of Napa representative to the Napa County Mosquito Abatement District Board must be a resident of the City of Napa. Meetings are held the second Wednesday of each month at 7:00 p.m.
 
The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary but are typically either two or three years. Most board members must be city residents and registered voters.

Napa Recycling

New Trucks, Better Website!


City of Napa residents and businesses may notice the new “truck wrap” advertising placed on Napa Recycling & Waste Service (NRWS) refuse and recycling collection vehicles. As part of the 14-year contract extension approved in 2018, NRWS committed to replace or refurbish 28 collection trucks by the end of 2020. NRWS is now running on 100% cleaner-air compressed natural gas fuel and 26 of those 28 trucks are currently in use on City streets. All the new/refurbished collection trucks will utilize truck “wraps” to promote waste reduction and recycling related messages. One third of the trucks are collecting compostable organics and already have a “Compost It!” message with images of food scraps turning in compost. The next third of truck wraps (recycling) will have the images shown above promoting the revamped/greatly improved www.naparecycling.com website where a visitor can simply type in a material in question and find out the best local options available. While the truck wrap image for the final third of trucks (landfill/trash) has not yet been finalized, it will almost certainly focus on preventing waste generation in the first place since this is always the best answer, economically and environmentally.

Downtown Utility Boxes Call For Artists


The Downtown Napa Association and the City of Napa invite artists and artist teams residing in Napa, Sonoma, Lake, Yolo, or Solano County to submit their qualifications for a utility box vinyl wrap project. Artists will be selected based on their past work and paid $500 to create a design that will be transferred to vinyl (by the Downtown Napa Association), and wrapped around a signal utility box located in Downtown Napa.  The deadline is February 4th!  Learn more by clicking here.

Navigating Napa's Roundabouts - Slow Down, Look and Yield


The directional change (couplet flip) of First and Second Streets, between California Boulevard and Jefferson Street is complete. First Street is now a one-way street with traffic heading eastbound (towards downtown), and Second Street is a one-way street with traffic heading westbound (towards SR29). This effort will also include new changes to the existing traffic signals at First and Second Streets at Jefferson Street to accommodate the directional change.

We anticipate that California Boulevard will be open between Second and Third Streets by the end of January, and the third roundabout is expected to open sometime in early to mid-February. Of course, this schedule is weather permitting and significant wet weather could delay this timeline.

Here are some tips on how to navigate the roundabouts:

  • SLOW DOWN as you approach the roundabout and watch for pedestrians and cyclists in the crosswalks.
  • Continue toward the roundabout and LOOK to your left as you near the yield sign and yield limit line at the entrance to the roundabout.
  • YIELD to traffic already in the roundabout.
  • Once you see a gap in traffic and it is safe to proceed, enter the circle (in a counter-clockwise direction) and proceed to your exit. If there is no traffic in the roundabout, you may enter without yielding.
  • Look for pedestrians and cyclists in crosswalks as you prepare to exit, use your turn signal before you exit, and make sure to stay in your lane as you navigate the roundabout.
  •  Proceed and exit the roundabout.

As a reminder, the definition of “YIELD” from the California Driver Handbook says:
“A 3-sided red YIELD sign indicates that you must slow down and be ready to stop, if necessary, to let any vehicle, bicyclist, or pedestrian pass before you proceed.”

Sandbags

Sandbag Saturdays Reminder

Sandbags Available Saturday, February 1st


To help the community prepare for possible flooding, sandbags and sand are distributed free of charge to City residents and business owners the first Saturday in November, December, January, February, and March. The distribution takes places from 9 a.m. to 1 p.m. on the first Saturday of the month at the City Corporation Yard: 770 Jackson Street, Napa.
