Napa Roundabouts Update

What's Next?


The Roundabouts project is moving along, and we have some important milestones coming up that we want to share with you!
  • California Boulevard, between Second and Third Streets (that has been closed due to construction) is scheduled to open the week of February 17th. As it gets closer, we will have a better idea of timing, and as always, this is dependent upon weather.

  • The third roundabout, at Second Street and California Boulevard, is scheduled to be open and functioning the week after California Boulevard opens (the week of February 24th). There will still be some work that needs to be completed but the intersection will be functioning as a roundabout.

  • Landscape planting will be on-going for several weeks.

  • Final paving will be done in the middle of March, followed by final sign installation and striping.

The Consolidated Plan is a five-year planning document that identifies housing and community development needs and stipulates how certain federal funding sources will be spent during the planning period. We want your participation to determine priorities which will meet the objective of viable communities through the provision of decent housing, a suitable living environment and expansion of economic opportunities primarily for persons of low- and moderate-income.

City of Napa to Explore By-District Elections


The City of Napa invites the public to attend a Special Meeting of the City Council on Tuesday, February 11, 2020 at 6:30 p.m., in the City Hall Council Chambers located at 955 School Street, to consider the adoption of a resolution of intention to transition the process for electing Councilmembers from the current at-large (citywide) process to a by-district process. The resolution of intention will identify the proposed steps that the City will undertake to facilitate the transition, which will include a series of public hearings over the next several months, in order to establish the boundary maps for by-district elections prior to the next election of Councilmembers on November 3, 2020.

The Special Meeting is in response to a letter received on January 2, 2020 asserting that the City is required to transition to by-district elections for Councilmembers in order to comply with the California Voting Rights Act. The City of Napa City Council is comprised of five members, including the Mayor and four Councilmembers. Currently, each of the five members of Council may reside anywhere within the City limits, and they are elected “at-large” by registered voters residing in the City. Under the proposed “by-district” process, a map of the City would be divided into four districts, and the voters in each district would elect a Councilmember who resides in their district; however, the Mayor would still be elected at-large by voters throughout the City.

If the Council adopts the resolution of intent to establish district elections, City staff will provide additional information regarding the public outreach process to inform the community of the public hearings that will be held to draw the district maps. A dedicated City of Napa webpage (cityofnapa.org/districtelections) has been established to assist the community in understanding the process, how to participate, and ways to stay engaged.  Additional outreach efforts regarding the mapping process will include press releases, and social media postings.

Strong Winds in the Forecast


From PG&E:
A strong gusty north or northeast winds are expected by early Sunday and into Monday for the northern half of the territory with widespread 30-45 mph gusts and stronger gusts of 50—70 mph over the elevated terrain and Sierra.

 
Winds on Monday will remain breezy to gusty, but not as strong as Sunday, with winds expected to decrease Monday afternoon and night.
 
To be clear, PG&E will not be calling a Public Safety Power Shutoff as fuel and soil moisture values remain high due to winter season precipitation.
 
PG&E has electric and vegetation crews on alert and in position to be able to respond should outages occur.

Public Leadership in the Arts

Mayor Techel Selected for National Award for Local Arts Leadership


Americans for the Arts and The United States Conference of Mayors today presented the 2020 Public Leadership in the Arts Awards to three elected officials at The U.S. Conference of Mayors Winter Meeting. The honorees have supported and promoted arts and culture in their communities, and include: 

•    Jill Techel, Mayor of Napa, California, was awarded the National Award for Local Arts Leadership for cities with a population fewer than 100,000; 

•    Jay Inslee, Governor of Washington, was awarded the National Award for State Arts Leadership; 

•    Becky Ames, Mayor of Beaumont, Texas, received the National Award for Local Arts Leadership for cities with a population of 100,000 or more.

Napa County Mosquito Abatement District Board


Want to make a difference in your community? Do you have expertise you could share? The City Clerk is accepting applications from Napa Residents for a total of one opening; one to serve on the Napa County Mosquito Abatement District Board. Concrete Work

Sidewalk Work Planned Throughout Town - Starting Next Week


Sidewalk Repair - Hospital West & Butte Areas 

Starting on Monday, February 10th, crews contracted by the City of Napa will be performing sidewalk repair maintenance and inspections in the Hospital West area and Butte area. This project is designed to improve walkability and accessibility in the area. Crews will address sidewalk trip hazards under 2 inches in height through horizontal sawcutting, which smooths out the lifted area of sidewalk. Work will occur between 8 AM – 3 PM each day and the project will last approximately 2 weeks.
Here is a map of the locations to be repaired.

Additional grinding and sawcutting is planned in other areas of Napa this year as well and we will alert the community as each area of work is scheduled. Planning for larger sidewalk repair projects, where areas are lifted more than 2 inches and require concrete replacement instead of grinding, is also underway. 


Greenbach Area Concrete Work

Crews will begin concrete work in the Greenback area starting Monday, February 10th. This work is expected to continue over the next few months and will include the installation of ADA ramps, as well as curb, gutter and sidewalk repair.

Napa Lighted Arts Festival Wins Helen Putnam Award for Excellence


The Napa Lighted Arts Festival won the 2019 Helen Putnam Award for Excellence in the Economic Development through the Arts category. This 9-day free festival features iconic architecture becoming the painting in this unique lighted art walk. Successful programs illustrate how investment in the arts stimulates the local economy through tourism, festivals, and cultural attractions, and how innovative arts programs were established through a collaborative partnership. Winning programs also must illustrate adopted city policies or ordinances that integrate the arts and culture into their General Plans, specific plans, or other city council adopted policies. Who was Helen Putnam?
From the League of California Cities: Helen Putnam was a mother, school teacher, principal, mayor, and county supervisor. But most of all, Helen Putnam was a person who viewed meeting one's potential as the measure of success. Excellence, to Helen Putnam, was shown by someone who did his or her very best. She was as supportive and loving of people who did their best as she was of people who did the best. To the League and to California cities, Helen Putnam defined excellence. The Award for Excellence is given in her memory.
