CITY OF NAPA TAKES BUSINESS OUTDOORSNapa Al Fresco: Safe Spaces Created for Businesses Outdoors Napa businesses are going outdoors in response to COVID-19 social distancing guidelines through Napa Al Fresco! The City of Napa, in partnership with the Napa Downtown Property and Business Improvement District (PBID), and in collaboration with the City of Napa’s Small Business Recovery Task Force, is bringing a new and creative experience to guests. By utilizing outdoor space, guests can enjoy our beautiful weather while maintaining physical distancing. Napa Al Fresco consists of the following three major programs:
- Outdoor Business Expansion Permit Program: This expedited city-wide permit program lets businesses quickly apply for dining on public (ex. sidewalks) and private property. Non-food based business may also apply!
- Shared Spaces Permit Program: This program allows business owners city-wide to utilize the public parking space in the street in front of their business for outdoor dining, wine tasting, or other outdoor uses. This program lets businesses quickly transform these spaces into expanded areas for their business.
- Parklet Permit Program: Similar to the Shared Spaces Permit Program, this program allows business owners city-wide to utilize the public parking space in the street in front of their business. The key difference is that it entails the installation of a platform to make the area the same level as the sidewalk.
**Downtown and Oxbow Parklet Grant Program** In addition to the programs above, the Napa Downtown Property and Business Improvement District (PBID) has allocated $140,000 to the Downtown and Oxbow Parklet Grants Program to support businesses with the design, development, and installation of a parklet or shared space in the downtown area. Downtown and Oxbow District businesses will be able to apply for reimbursable grants of up to $5,000 to help finance the cost of implementing their Shared Spaces/Parklet design. Napa Al Fresco’s goal is to support our businesses during COVID-19 and provide a safe experience to people who visit and enjoy the City of Napa’s world-class dining and wines. All programs are free of charge to businesses. We invite everyone to experience Napa Al Fresco. Napa Parks & Recreation Director to Retire in AugustDepartment to Remain Intact with Day to Day Operations Continuing Under Current Management As Napa prepares for the August retirement of its current Parks & Recreation Director, John Coates, the City has decided to shift administrative duties to address the impending vacancy. The department will remain intact, with day to day operations continuing under the supervision of Recreation Manager Katrina Gregory, and Parks & Urban Forestry Manager Jeff Gittings. Following Coates’ retirement, general oversight of the Parks & Recreation Department will fall to Vin Smith, Director of Community Development. Coates will be honored at a City Council meeting on Tuesday, July 21, 2020, recognizing him for his many contributions to the City of Napa. “All of us here at the City are thrilled for John and wish him well as he enters retirement,” says City Manager Steve Potter. “As a City, we are also dedicated to preserving the quality of services that our Parks & Recreation department offers our residents, and believe that these administrative adjustments will do just that while preserving essential City budget.” By shifting department oversight to fall under Community Development, the City is able to keep the department intact and save the funds it would spend on a salary, without additional impacts to Parks & Recreation services. "We have heard how very valuable the Parks & Rec Department is to so many in our community and how it makes Napa such a wonderful place to live, work and play," says Potter. "We will continue to listen to our community and make the best decisions we can to meet the needs of all Napans."

There will be opportunities to provide in-depth feedback on each corridor as well as learning about design strategies being discussed for the City's future.

Reminder - Business Sectors that Must Remain Closed Per the State of California The State of California has ordered that the following businesses sectors must remain closed unless they can be operated outside or by curbside pick-up:
- Fitness Centers
- Worship Services
- Protests
- Offices for non-essential sectors (list of essential sectors here: https://covid19.ca.gov/essential-workforce/)
- Personal care services including nail salons, waxing, massage therapy, day spas and tattoo parlors
- Hair salons and barber shops
- Malls
This is in addition to businesses ordered closed on July 9, 2020, including: - Indoor dine-in restaurants
- Indoor wineries and tasting rooms
- Indoor movie theaters
- Indoor family entertainment centers (bowling alleys, miniature golf, batting cages, etc)
- Zoos and museums
- Indoor card rooms
- Bars, brewpubs, breweries and public must close both indoor and outdoor operations.
Government operations are considered an essential services and City of Napa and Napa County offices remain open. The exception to this is the Napa City-County Library that will began curbside services on Tuesday, July 14th.
Napa County is awaiting further details from the State of California, including how long these closures will last. It is anticipated that this order will last a minimum of three weeks. The timing for when these sectors can reopen will be made by the State, not Napa County. More information will be posted on the County’s website as it becomes available.

COVID-19 Testing The State of California and Napa County are experiencing a significant demand for testing. Nationwide, there is a limited number of tests, trained testing personnel, and lab capacity.
As a result, the public may experience delays in the ability to schedule a test and results may take more than a week to come back from the lab. Napa County is working with the State of California on testing capacity and we appreciate your patience as we work to address this national shortage.

NOTICE OF ELECTION NOTICE IS HEREBY GIVEN that a General Municipal Election will be held in the City of Napa on Tuesday, November 3, 2020 for the following Officers: For Mayor (Full term of four years) For 2 Members of the City Council (Districts 2 & 4) (Full term of four years) The nomination period for these offices begins on July 13, 2020 and closes on August 7, 2020 at 5:00 p.m. During this time, Nomination Papers may be issued by the City Clerk to any eligible candidate during regular business hours. Individuals are considered “official” candidates upon the submission and qualification of Nomination Papers. If nomination papers for an incumbent officer of the City are not filed by August 7, 2020, (the 88th day before the election) the voters shall have until the 83rd day before the election, August 12, 2020, to nominate candidates other than the person(s) who are the incumbents on the 88th day before the election, for that incumbent’s elective office. This extension is not applicable where there is no incumbent eligible to be elected. If no one, or only one person, is nominated for an elective office, appointment to the elective office may be made as prescribed by § 10229, Elections Code of the State of California. The November 3, 2020 General Election will be conducted as an all-mail ballot election. Ballot drop box and vote center locations will be open until 8:00 p.m. on election day. Along with summarizing regulated substances and water treatment tasks, the report describes our source waters, the importance of protecting our watersheds, and the steps we have taken to ensure water reliability during COVID-19. Visit our new Sampling & Testing page at www.cityofnapa.org/water for ongoing monthly test results and more details about the regulatory standards that ensure public health. Printed copies of this Drinking Water Quality Report will be mailed upon request by calling 707-257-9521. Napa County Jurisdictions Establish COVID-19 Compliance Task Force Coalition Due to an increase in COVID-19 cases, the Cities, Town and County of Napa are establishing a COVID-19 Compliance Task Force Coalition to ensure the public health and safety of our residents, employees, and visitors. This is necessary to keep Napa County in good standing with the State of California and prevent the potential closure of our critical businesses, restaurants, tasting rooms and hospitality industries.
The increase of COVID-19 cases statewide, and more importantly locally, require Napa County jurisdictions to undertake more aggressive actions to minimize the spread of COVID-19 via the Napa County COVID-19 Compliance Task Force Coalition.
The Napa County COVID-19 Compliance Task Force Coalition’s first mission is to achieve compliance through education, however, steps will be taken to ensure the public health and economic vitality of our respective communities.
Each Napa County jurisdiction has assigned staff to work with the County and monitor COVID-19 complaints as they are received. Complaints will be reviewed and addressed based on risk including but not limited to:
If a business fails to comply with a County or local jurisdiction directive, they are subject to civil and administrative penalties, up to and including fines, temporary restraining orders and revocation of use permits.

COVID-19 Testing at a Glance July 17, 2020 - Napa County is reporting five (5) new cases for a total of 583 confirmed cases of COVID-19, 391 active cases and five (5) confirmed deaths. Of the confirmed cases, 187 individuals have recovered. A total of 26,880 individuals have been tested.

Napa County's Resilience Roadmap There are a lot of questions out there about the recent increase in cases and what that means for the County's shelter at home order. Napa County has introduced a new dashboard for the public to see how Napa County is doing in meeting metrics related to controlling the spread of COVID-19, ensuring that the health care system can handle new COVID-19 cases, and protecting the most vulnerable. These indicators have been identified by Napa County and the California Department of Public Health and inform decisions made by Napa County on when and how various sectors may reopen and operate. Data is updated every Saturday. We encourage you to check the data regularly and stay informed.

The City of Napa has created an easy-to-use interactive map in order to help residents find out which district they currently reside in. You may use this helpful tool by simply typing in your address into the top left-hand search bar and clicking on the search icon. Your search results will show the exact location of the address provided on the interactive map.
Please note that these Council Districts will go into effect for the 2020 City of Napa General Municipal Election to be held on Tuesday, November 3, 2020. This will be the first election of Councilmembers in a district-based election, following the City Council’s adoption of Ordinance O2020-007.
As set forth in Ordinance O2020-007, the Mayor will be elected by the voters citywide. However, each Councilmember will be elected by voters in the district in which the Councilmember resides. The offices of Councilmembers in Districts 2 and 4 will be on the ballot for consideration by the voters on Tuesday, November 3, 2020, and the offices of the Councilmembers in District 1 and 3 will be on the ballot for consideration by the voters at the General Municipal Election in 2022.

LAFCO Issued Countywide Water and Wastewater Municipal Service ReviewPublic Can Review and Comment on Report through 1 PM on July 20, 2020The Local Agency Formation Commission (LAFCO) of Napa County has issued a draft report on its Countywide Water and Wastewater Municipal Service Review (MSR). The draft report represents LAFCO’s independent evaluation of the availability and adequacy of municipal services provided by the 14 local government agencies that provide potable water, recycled water, and/or wastewater services in Napa County. This includes making determinations on a series of factors as required under State law that include infrastructure capacities, financial ability to provide services, and alternative service delivery options. LAFCO will use the MSR to inform its decision-making as it relates to fulfilling its planning and regulatory responsibilities in facilitating orderly growth and efficiency of service provision.
The draft report is available to the general public for review on LAFCO’s website here. LAFCO invites any interested member of the public to submit written comments on the draft report through July 20, 2020 at 1:00 PM. Written comments on the draft report will be incorporated into a final report that will be adopted as part of a future public meeting.
