Here in the City of Napa, we were fortunate to live in an area of the state that did not see a rapid rate of growth of positive COVID-19 test results for the first couple of months after the virus was detected in California. Unfortunately, we no longer find ourselves in that same environment. Our number of cumulative COVID-19 positive tests has grown at a rate much higher than what anyone of us should be comfortable with. We see more of our family members, neighbors and friends getting sick, going to the hospital and, in the worst of situations, succumbing to the illness. Today is a sad day as we have reached 500 cumulative positive tests here in our City and at the same time we have reached 865 County wide. Please take the time to review the Public Health Napa County Coronavirus Dashboard, as well as Napa County's Coronavirus page, to see the information presented there. While reviewing the information, think about where you fit in various categories and where your family members fit. Consider how the Coronavirus is affecting different groups within our community. Ask yourself if there are things you and your family and friends could be doing differently to help slow the spread. We live in very caring and giving community and you can be a part of that caring and giving by helping others to remain healthy. Please wear a face covering when out and about, wash your hands frequently, keep your distance from others when leaving your household and avoid gatherings with those outside your bubble. We all need to work on this together because we owe it to everyone to stop the spread, to take care of each other, and to get our families and friends back to work and our children back to school. -Mayor Jill Techel

COVID-19 Testing - Where and How to Get a TestThe State of California and Napa County is experiencing a significant demand for testing. Nationwide, there is a limited number of tests, trained testing personnel, and lab capacity. As a result, the public may experience delays in the ability to schedule a test and results may take more than a week to come back from the lab. There are a number of testing locations across Napa County that range from your medical health provider, nonprofits, and independent companies. See a list of COVID-19 Testing Locations in Napa County Napa County is working with the State of California on testing capacity and we appreciate your patience as we work to address this national shortage. If you need to schedule a test and have symptoms, please contact your primary care provider if you cannot schedule a test online. Bringing Your Business Outdoors - What You Need to KnowWe have heard many valid concerns from our community – especially our small businesses and restaurants – about how to move their business and dining outdoors. The City of Napa has been working hard to streamline the process to allow our local businesses to continue their operations, despite ever changing orders from the State level. Our newest program, Napa Al Fresco, is helping businesses expand outdoors in response to COVID-19 social distancing guidelines. Streamlining the permit process is key in allowing us to bring all the appropriate departments together at once to review and approve permit applications. Holding weekly permit reviews simplifies and shortens the process, and ensures that we address the many safety issues related to permit applications – from ADA requirements to fire code and building safety. Additionally, the Napa Downtown Property and Business Improvement District (PBID) has allocated $140,000 to the Downtown and Oxbow Parklet Grants Program to support businesses with the design, development, and installation of a parklet or shared space in the downtown area. Downtown and Oxbow District businesses will be able to apply for reimbursable grants of up to $5,000 to help finance the cost of implementing their Shared Spaces/Parklet design. Mental Health and Stress Relief During COVID-19 As the State continues to adjust health orders to address the current pandemic, many of us are finding ourselves in an increased state of stress or fear. But even those who feel like they’re handling the current state of affairs well may be experiencing increased weariness or agitation as a result of our current global situation. As our community does its best to navigate these new challenges and manage physical health, it is similarly important to manage mental health. When our mental health struggles, it makes it much harder to take care of oneself physically, be a supportive friend or family member, and manage day-to-day tasks. To help Californians handle the uncertainty and upheaval of the current climate, California’s Surgeon General has composed a playbook for stress relief during COVID-19. The document can be read in its entirety via the link above, and addresses the following:
- How to identify stress in yourself, make a plan, and work a program to combat stress;
- Strategies for combating stress like eating a healthy diet, maintaining supportive relationships, getting quality sleep, and practicing mindfulness;
- Checklists to organize your self-care routine.
In addition, Napa County offers a Mental Health Access line (707-259-8151 or 800-648-8650) available to people of all ages and backgrounds who are experiencing anxiety, stress, worry, depression, etc. related to COVID-19. Online Water Bill Pay - Try It Today! The City is thrilled that Napans can now pay their water bill online through our new payment portal that launched in March. Those who wish to review or pay their water bill simply need to visit cityofnapa.org/249/Water-Bills – any time, anywhere there is internet access. Users may make a one-time payment without registering by simply inputting the information from their paper bill. Those who wish to access more information such as past bills or set up auto-pay may register for an account with an email address. Either way, it offers a time-saving and convenient way to handle billing.

NapaSan’s Browns Valley Trunk Sewer Project Construction UpdateNapaSan will begin pipeline installation work on South Coombs Street the week of August 3, 2020. The pipeline installation will begin at the corner of South Coombs Street and Imola Avenue and proceed northbound to Spruce Street. This work will take place over a 3-month period, but construction should only last for two to three weeks in front of individual properties. Please expect traffic delays and parking restrictions in this area. If possible, use an alternate travel route to avoid this area. Water main work will continue along Sycamore Street. Utility locating activities will continue on Freeway Drive and Old Sonoma Road. Parking restrictions and possible traffic delays should be expected in these areas. This work is happening in phases with construction continuing in different areas along the roughly 3-mile project alignment through the end of 2021. Reminder - Business Sectors that Must Remain Closed Per the State of California The State of California has ordered that the following businesses sectors must remain closed unless they can be operated outside or by curbside pick-up:
- Fitness Centers
- Worship Services
- Protests
- Offices for non-essential sectors (list of essential sectors here: https://covid19.ca.gov/essential-workforce/)
- Personal care services including nail salons, waxing, massage therapy, day spas and tattoo parlors
- Hair salons and barber shops
- Malls
This is in addition to businesses ordered closed on July 9, 2020, including: - Indoor dine-in restaurants
- Indoor wineries and tasting rooms
- Indoor movie theaters
- Indoor family entertainment centers (bowling alleys, miniature golf, batting cages, etc)
- Zoos and museums
- Indoor card rooms
- Bars, brewpubs, breweries and public must close both indoor and outdoor operations.
Government operations are considered an essential services and City of Napa and Napa County offices remain open. The exception to this is the Napa City-County Library that will began curbside services on Tuesday, July 14th.
Napa County is awaiting further details from the State of California, including how long these closures will last. It is anticipated that this order will last a minimum of three weeks. The timing for when these sectors can reopen will be made by the State, not Napa County. More information will be posted on the County’s website as it becomes available.

NOTICE OF ELECTION NOTICE IS HEREBY GIVEN that a General Municipal Election will be held in the City of Napa on Tuesday, November 3, 2020 for the following Officers: For Mayor (Full term of four years) For 2 Members of the City Council (Districts 2 & 4) (Full term of four years) The nomination period for these offices begins on July 13, 2020 and closes on August 7, 2020 at 5:00 p.m. During this time, Nomination Papers may be issued by the City Clerk to any eligible candidate during regular business hours. Individuals are considered “official” candidates upon the submission and qualification of Nomination Papers. If nomination papers for an incumbent officer of the City are not filed by August 7, 2020, (the 88th day before the election) the voters shall have until the 83rd day before the election, August 12, 2020, to nominate candidates other than the person(s) who are the incumbents on the 88th day before the election, for that incumbent’s elective office. This extension is not applicable where there is no incumbent eligible to be elected. If no one, or only one person, is nominated for an elective office, appointment to the elective office may be made as prescribed by § 10229, Elections Code of the State of California. The November 3, 2020 General Election will be conducted as an all-mail ballot election. Ballot drop box and vote center locations will be open until 8:00 p.m. on election day. COVID-19 Testing at a Glance July 31, 2020 - Napa County is reporting 23 new cases for a total of 888 confirmed cases of COVID-19, 487 active cases and eight (8) confirmed deaths. Of the confirmed cases, 393 individuals have recovered. A total of 32,538* individuals have been tested.
*Due to a malfunction with the State’s testing system, testing numbers have not changed from yesterday. Testing data will not be updated until the issue is resolved.

Napa County's Resilience Roadmap There are a lot of questions out there about the recent increase in cases and what that means for the County's shelter at home order. Napa County has introduced a new dashboard for the public to see how Napa County is doing in meeting metrics related to controlling the spread of COVID-19, ensuring that the health care system can handle new COVID-19 cases, and protecting the most vulnerable. These indicators have been identified by Napa County and the California Department of Public Health and inform decisions made by Napa County on when and how various sectors may reopen and operate. Data is updated every Saturday. We encourage you to check the data regularly and stay informed.

The City of Napa has created an easy-to-use interactive map in order to help residents find out which district they currently reside in. You may use this helpful tool by simply typing in your address into the top left-hand search bar and clicking on the search icon. Your search results will show the exact location of the address provided on the interactive map.
Please note that these Council Districts will go into effect for the 2020 City of Napa General Municipal Election to be held on Tuesday, November 3, 2020. This will be the first election of Councilmembers in a district-based election, following the City Council’s adoption of Ordinance O2020-007.
As set forth in Ordinance O2020-007, the Mayor will be elected by the voters citywide. However, each Councilmember will be elected by voters in the district in which the Councilmember resides. The offices of Councilmembers in Districts 2 and 4 will be on the ballot for consideration by the voters on Tuesday, November 3, 2020, and the offices of the Councilmembers in District 1 and 3 will be on the ballot for consideration by the voters at the General Municipal Election in 2022.
