Parking Enforcement to Resume September 14th Due to COVID-19, the Parking Program suspended enforcement of time-limited parking spaces as utilization of parking was minimal. We would like to thank all Downtown patrons, business owners, and employees for their continued voluntary compliance with the Downtown parking rules during the re-opening of our Downtown. With activity picking back up, Downtown parking enforcement will resume effective September 14, 2020. The City will allow a grace period between September 14th – September 18th and will only issue warning citations for short-term parking violations. Once the grace period concludes, normal parking enforcement operations will resume.
Time Limited parking spaces marked with a green curb are conveniently located around Downtown for easy pick-up of take-out orders or curbside pick-up. The Food Priority Pickup locations will remain in place as parking enforcement returns. As restaurants continue to offer take-out and outdoor dining, we urge everyone to drive safely as they travel near outdoor dining establishments to ensure the safety of patrons and pedestrians.
For those who would like to learn more about Downtown Parking Permits, please visit https://www.cityofnapa.org/177/Parking-Permits.

Blueprint for a Safer Economy On Friday, August 28, 2020, Governor Gavin Newsom introduced the Blueprint For A Safer Economy to become effective at 12:01 AM today, Monday, August 31, 2020. Every county in California has been assigned to a tier based on two metrics: the rate of new cases and the positivity rate. At a minimum, counties must remain in a tier for at least three weeks before moving forward. Data is reviewed weekly and tiers are updated every Tuesday. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier.
The four tiers in order of most restrictive to least restrictive are:
- Tier 1: Widespread (Purple)
- Tier 2: Substantial (Red)
- Tier 3: Moderate (Orange)
- Tier 4: Minimal (Yellow)
For more information on tier and sector guidelines, visit the CDPH Blueprint Activity and Business Tiers web page. For more information and State Frequently Asked Questions (FAQs) visit the Blueprint For A Safer Economy web page.
Napa County is in Tier 2: Substantial (Red). Read on for more on what this means for Napans: https://www.cityofnapa.org/CivicAlerts.aspx?AID=267

City of Napa Awarded GFOA’s Certificate of Achievement for Excellence in Financial ReportingGovernment Finance Officers Association of the United States and Canada (GFOA) has awarded the City of Napa the Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report (CAFR) for the fiscal year ended June 30, 2019. The CAFR has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.
“I am grateful to the GFOA for the recognition, and very proud of our City of Napa staff for their tremendous work product and attention to detail,” says City Manager Steve Potter. “Fiscal transparency, proper use of public funds, and accurate reporting have long been of paramount importance to the City. This award reflects our staff’s hard work, ethics, and dedication to those priorities.”
As part of its fiscal transparency efforts, the City launched OpenGov, the leader in government performance management, in 2017. This platform allows the City to make smarter, data-driven decisions and achieve greater transparency to the community.
The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. Government Finance Officers Association (GFOA) advances excellence in government finance by providing best practices, professional development, resources, and practical research for more than 21,000 members and the communities they serve.
The City of Napa has been granted the Certificate of Excellence in Financial Reporting for the past six years.

Ways to Give - Helping Those Affected by the Wildfires"Look for the helpers." -Mister Rogers
We have so many wonderful helpers in this community! Looking for ways to join in the helping? Here are some ways: Napa Valley COAD is collecting gift cards to help those displaced and in need. Gift cards from general/sundry stores, grocery stores, and gas stations in $25 increments are preferred. Unfortunately, general cards such as Visa and Mastercard often have fees associated with activating them and the value of the card is diminished. Check out the photo below for drop off locations. You can also visit COAD's website also: http://napavalleycoad.org/Donations can be made to the Napa Valley Community Foundation. The Foundation has set up a 2020 Napa County WildFire Fund, which is part of the Disaster Relief Fund. Funding will go to support response grants for agencies actively supporting individuals impacted by the fires. Tax-deductible contributions to the 2020 Napa Wildfire Fund are welcome in any amount; and can be made by visiting the Foundation's website: http://ow.ly/UdSb50B4XAP

From Napa San: Browns Valley Trunk Sewer Project Update NapaSan began work at the intersection of Freeway Drive, Laurel Street, and Kilburn Avenue during the week of August 31, 2020. Tunneling beneath Freeway Drive will occur just south of the intersection for approximately three weeks. Just north of the intersection, sewer pipeline installation will begin on Freeway Drive and proceed northbound to First Street. NapaSan will work hard to minimize the impacts of this construction, but traffic delays, parking restrictions in the active work zone, noise, and dust should be expected while construction is taking place. Work will be performed between the hours of 7am and 6pm. Traffic control will be implemented for safety reasons, however, access to properties will be maintained at all times for local residents and emergency services. If possible, please seek an alternate route to avoid this construction area. Public transportation, mail delivery, and solid waste collection services will not be affected by this construction work. Additional project information can be found at www.napasan.com/bvproject. If you have further questions concerning the project, please call the project hotline at (707)540-9964. We thank you for your patience while we complete this essential sewer project.
