City of Napa and NVCF Partner Up Once Again to Provide an Additional $250,000 in Tenant Protections
The City of Napa has allocated an additional $250,00 to Napa Valley Community Foundation (NVCF) to further support tenant protections for Napans experiencing housing insecurity as a result of COVID-19. These CARES Act funds, which will be distributed to NVCF by this week’s end, will augment an expanding program to support local tenants who are unable to pay their rent due to financial hardship related to the ongoing pandemic. The City of Napa’s initial allocation of $100,000 to NVCF last month helped to kickstart a funding initiative that resulted in an additional $200,000 in donor support.

City Takes Action to Address Discrimination & Racism and its Effect on Greater Public Health At its September 15, 2020 council meeting, the Napa City Council took action against discrimination and racism in the community by adopting a resolution formally recognizing the effects on public health.
In a unanimous vote, the City council adopted the resolution “affirming that discrimination and systemic racism is a public health crisis that results in disparities in family stability, health and mental wellness, education, employment, economic development, public safety, criminal justice experience and housing.”

Parking Enforcement Has Now Resumed Due to COVID-19, the Parking Program suspended enforcement of time-limited parking spaces as utilization of parking was minimal. We would like to thank all Downtown patrons, business owners, and employees for their continued voluntary compliance with the Downtown parking rules during the re-opening of our Downtown. With activity picking back up, Downtown parking enforcement resumed on September 14, 2020. The City allowed a grace period between September 14th – September 18th and only issued warning citations for short-term parking violations. Now that the grace period has concluded, normal parking enforcement operations will resume.
Time Limited parking spaces marked with a green curb are conveniently located around Downtown for easy pick-up of take-out orders or curbside pick-up. The Food Priority Pickup locations will remain in place as parking enforcement returns. As restaurants continue to offer take-out and outdoor dining, we urge everyone to drive safely as they travel near outdoor dining establishments to ensure the safety of patrons and pedestrians.

Blueprint for a Safer Economy On Friday, August 28, 2020, Governor Gavin Newsom introduced the Blueprint For A Safer Economy to become effective at 12:01 AM today, Monday, August 31, 2020. Every county in California has been assigned to a tier based on two metrics: the rate of new cases and the positivity rate. At a minimum, counties must remain in a tier for at least three weeks before moving forward. Data is reviewed weekly and tiers are updated every Tuesday. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier.
The four tiers in order of most restrictive to least restrictive are:
- Tier 1: Widespread (Purple)
- Tier 2: Substantial (Red)
- Tier 3: Moderate (Orange)
- Tier 4: Minimal (Yellow)

We have so many wonderful helpers in this community! Looking for ways to join in the helping? Here are some ways: Napa Valley COAD is collecting gift cards to help those displaced and in need. Gift cards from general/sundry stores, grocery stores, and gas stations in $25 increments are preferred. Unfortunately, general cards such as Visa and Mastercard often have fees associated with activating them and the value of the card is diminished. Check out the photo below for drop off locations. The Foundation has set up a 2020 Napa County WildFire Fund, which is part of the Disaster Relief Fund.
