Napa County on Track to Move to Orange TierLess Restrictive Tier of State’s Blueprint for a Safer Economy Every county in California is assigned to a colored tier of the State’s COVID-19 Blueprint for a Safer Economy, based on its test positivity, adjusted case rate and health equity metric. Napa County is currently in the red tier but may move to the orange tier status beginning Wednesday, October 21, 2020. For Napa County, this would mean more capacity will be allowed for indoor dining, religious services, bars, movie theaters and other industry with modifications and in accordance with state guidelines found here. At a minimum, counties must remain in their current colored tier for at least three weeks before moving forward. Napa County was one of the first counties in the San Francisco Bay Area in the red tier and has remained in the red tier since the release of the State’s blueprint on August 31, 2020. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. To date, Napa County has met the orange tier status for one week with a test positivity rate of 1.6% per 100,000 population, adjusted case rate of 3.0% per 100,000 population, and a health equity test positivity rate of 2.1% per 100,000 population. Napa County is on track to join a handful of other Bay Area counties already in the orange tier. “I want to thank our residents and visitors for their diligence in helping fight this pandemic,” stated Napa County Health Officer Dr. Karen Relucio. “I am keenly aware of the sacrifices so many have made to help get us to this next tier and I am optimistic that we can continue on our path forward if we remain vigilant through the upcoming holiday season.”

Local Assistance Center (LAC) Moves Upvalley Individuals, families, and business owners in Napa County affected by the 2020 ‘Glass’ and ‘Hennessey’ fires who are seeking support through the Napa County Local Assistance Center (LAC) can now access in person services closer to the fire impacted areas.
The center will continue to provide "One Stop Information" for local, State, and Federal recovery resources that may become available. Individuals who have existing appointments will be contacted to let them know that appointments after Friday, October 16th will be conducted at the new location.
Beginning Saturday, October 17th, the LAC will be located at the St. Helena First Presbyterian Church, 1428 Spring Street in St. Helena. Services are still available in English and Spanish by appointment or through limited first come first served basis. The Center is open from 9am to 6pm seven days a week. The two Recovery Support Sites that were opened October 6th will be closed effective Saturday, October 17th.
Residents seeking in person assistance at the LAC are reminded to wear a mask and practice physical distancing COVID-19 guidelines. If you do not have a mask, one will be provided for you. How To Have a Spooktacular, Safe HalloweenGuidance from Napa County and the CDC Residents are urged to celebrate Halloween safely during the ongoing COVID-19 pandemic. Traditional activities like door to door trick-or-treating and indoor parties or haunted houses are considered extremely high risk and are strongly discouraged by health officials. Please see the image below for ideas on how to celebrate the holiday safely.
“As we approach the fall and winter holiday season, we need to acknowledge that celebrations are going to have to look different while we are in this pandemic,” stated Napa County Public Health Officer Dr. Karen Relucio. “With a little creativity, we can still capture the spirit of Halloween while celebrating in a safe manner that doesn’t erode the progress our community has made so far in battling COVID.”
Health officials also want residents to know that Halloween costume masks should not be substituted for a cloth mask unless it is made of two or more layers of breathable fabric that covers the mouth and nose and does not leave gaps around the face. It is important that costume masks are not worn over cloth masks because it can be dangerous if the addition of a Halloween mask makes it hard to breathe. Instead, consider using a Halloween-themed cloth mask.
Residents are asked to comply with the Halloween guidelines issued by the Centers for Disease Control and Prevention (CDC), which can be found here.

Fall Means It's Leaf Season!What to do with those extra leaves. As fall continues, you may have some extra leaves laying around your yard or curb. Napa Recycling and Waste Services (NRWS) offers extra services to residents that may need the help.
City of Napa residents may schedule two extra yard trimmings pickups per year on your normal service day. Call (707) 255-5200 to notify NRWS of the additional pick up.
Residential households may obtain up to two recycling and to two compost carts, free of charge. Call NRWS for more information.

Drug Take Back Day Returns to Napa County on Saturday, October 24, 2020 On Saturday, Oct. 24 from 10 AM to 2 PM, several locations around Napa County will host Drug Take Back Day - a collection event for unused medication and sharps (used syringes and needles).
Bring your unused or expired over-the-counter and prescription medications to any of the six collections locations in Napa County. These locations can also accept "controlled" substances that include highly addictive prescription medications, such as morphine and OxyContin, as well as illegal narcotics. You can also bring home generated medical sharps (needles, syringes, epinephrine auto-injectors, etc.) as state law prohibits the disposal of sharps in trash or recycling containers.

Water-Wise Landscaping Workshops Online This Fall
As part of Napa Library’s H2O Superhero Program, City of Napa Water and the Napa County Resource Conservation District (RCD) have another Water-Wise Workshops this month. After a successful in-person rainwater harvesting class back in February, this topic has gone virtual, covering a surprising alternative source for landscape water. Napa Sonoma ADU Center Offers New Workshop for Napa & Sonoma HomeownersWednesday, October 28 from 6 to 7:30 PM As the County starts to recover from the devastating Glass Fire and the hundreds of houses it destroyed or damaged, the nonprofit Napa Sonoma ADU Center is looking to help homeowners understand the ins and outs of accessory dwelling units (or ADUs) to help build housing units for people in need of homes.
The Napa Sonoma ADU Center launched its free ADU Fall Webinar Series for homeowners, housing professionals and others interested in ADUs. The next webinar, "ADUs 101 for Napa & Sonoma County Homeowners," will take place on Wednesday, Oct. 28 from 6 to 7:30 PM.
