Napa County Moves to Orange TierLess Restrictive Tier of State’s Blueprint for a Safer Economy Every county in California is assigned to a colored tier of the State’s COVID-19 Blueprint for a Safer Economy, based on its test positivity, adjusted case rate and health equity metric. Napa County officially moved to the orange tier status effective Wednesday, October 21, 2020 at 12:01 AM.
For Napa County, this means more capacity is now allowed for indoor dining, religious services, movie theaters and other industry with modifications and in accordance with state guidelines found here.
At a minimum, counties must remain in their current colored tier for at least three weeks before moving forward. Napa County was one of the first counties in the San Francisco Bay Area in the red tier and has remained in the red tier since the release of the State’s blueprint on August 31, 2020.
To move forward, a county must meet the next tier’s criteria for two consecutive weeks. To date, Napa County has met the orange tier status for one week with a test positivity rate of 1.7% per 100,000 population, adjusted case rate of 3.6 new positive cases per day per 100,000 population, and a health equity test positivity rate of 2.1% per 100,000 population.
Napa County joins a handful of other Bay Area counties already in the orange tier. “I want to thank our residents and visitors for their diligence in helping fight this pandemic,” stated Napa County Health Officer Dr. Karen Relucio. “I am keenly aware of the sacrifices so many have made to help get us to this next tier and I am optimistic that we can continue on our path forward if we remain vigilant through the upcoming holiday season.”

HAPPENING SATURDAY, October 24: Drug Take Back Day in Napa County This Saturday, Oct. 24 from 10 AM to 2 PM, several locations around Napa County will host Drug Take Back Day - a collection event for unused medication and sharps (used syringes and needles).
Bring your unused or expired over-the-counter and prescription medications to any of the six collections locations in Napa County. These locations can also accept "controlled" substances that include highly addictive prescription medications, such as morphine and OxyContin, as well as illegal narcotics. You can also bring home generated medical sharps (needles, syringes, epinephrine auto-injectors, etc.) as state law prohibits the disposal of sharps in trash or recycling containers.

Caltrans Overnight Road Repair - State Route 121 at Lincoln AvenueMonday, October 26, 9 PM - Tuesday, October 27, 5 AMCaltrans has scheduled an overnight road repair on State Route 121 at Lincoln Avenue in the City of Napa starting at 9:00 PM on Monday, Oct. 26, 2020 to 5:00AM on Tuesday, Oct. 27, 2020.
Crews will be closing off the intersection in both directions to complete the road work and will detour motorists onto city streets while crews work on the road repairs. Alabama Street and Clark Avenue to SR-121 will also be closed off to thru traffic but residents will be able to access their home.
Motorists traveling northbound on SR-121 will need to take Summit Avenue to East Avenue to travel north of the Lincoln intersection.
SR-121 southbound traffic will need to take East Avenue to Summit Avenue to travel south of the intersection. Those heading east on Lincoln will be detoured to southbound SR-121. Once on southbound SR-121 motorists will have to use Summit to East Ave to get north of the intersection.
Motorists are advised to expect delays and to plan an alternate route during the road work hours.

Napa City Council Proclaims October 29 as Arbor Day Did you know? At the October 20, 2020, the Napa City Council proclaimed Thursday, October 29, 2020, as Arbor Day in the City of Napa.
Arbor Day has been celebrated in the City of Napa since 1990. The City is recognized by the National Arbor Day Foundation as a Tree City USA for its commitment to urban forestry. Each year City staff and the Tree Advisory Commission plant trees with help from the community in a public place, such as parks and schools. It is estimated that over 800 trees have been planted as part of this annual celebration since 1990.
This year, we hoped to have a grand community celebration in the spring, but due to the pandemic, have had to shift our plans. We will now celebrate the day by planting new trees at Lake Park on Saturday, October 29!

NapaSan’s Browns Valley Trunk Sewer Project UpdateDuring the week of October 26th, sewer pipeline installation work will continue on Sycamore Street. Pipeline installation will take place for 2 to 3 weeks along Freeway Drive from Old Sonoma Road to Pine Street. Freeway Drive from Old Sonoma Road to Pine Street will be closed to through traffic, but residents will have access to their properties. A detour will be put in place at both the north and south ends of the closed portion of Freeway Drive. Pine Street, Foothill Boulevard, and Old Sonoma Road will serve as the detour route around this construction area. Notifications have been sent via mail to residents that live in the areas where this work and the related detour will be taking place. Tunneling work will begin under Highway 29 at Old Sonoma Road. Please be prepared for traffic delays and parking restrictions in all these areas. If possible, use an alternate route to avoid these construction zones. Local Assistance Center (LAC) Moved Upvalley Individuals, families, and business owners in Napa County affected by the 2020 ‘Glass’ and ‘Hennessey’ fires who are seeking support through the Napa County Local Assistance Center (LAC) can now access in person services closer to the fire impacted areas.
The center continues to provide "One Stop Information" for local, State, and Federal recovery resources that may become available.
The LAC is now located at the St. Helena First Presbyterian Church, 1428 Spring Street in St. Helena. Services are still available in English and Spanish by appointment or through limited first come first served basis. The Center is open from 9am to 6pm seven days a week. The two Recovery Support Sites that were opened October 6th were closed effective Saturday, October 17th.
Residents seeking in person assistance at the LAC are reminded to wear a mask and practice physical distancing COVID-19 guidelines. If you do not have a mask, one will be provided for you. Napa Sonoma ADU Center Offers New Workshop for Napa & Sonoma HomeownersWednesday, October 28 from 6 to 7:30 PM As the County starts to recover from the devastating Glass Fire and the hundreds of houses it destroyed or damaged, the nonprofit Napa Sonoma ADU Center is looking to help homeowners understand the ins and outs of accessory dwelling units (or ADUs) to help build housing units for people in need of homes.
The Napa Sonoma ADU Center launched its free ADU Fall Webinar Series for homeowners, housing professionals and others interested in ADUs. The next webinar, "ADUs 101 for Napa & Sonoma County Homeowners," will take place on Wednesday, Oct. 28 from 6 to 7:30 PM.
