An Open Letter from Napa City Manager Steve PotterTo Our Community and EmployeesAs we say goodbye to 2020, I know that many of us are still apprehensive about what the next year holds in store for our families, friends, colleagues and our community. The past year was filled with unimaginable challenges, but as I have said before I am so very proud of our community, businesses, and our City of Napa employees for demonstrating the very best of Napa through the upheaval and tragedy of 2020. As we have seen in the recent weeks, disturbing news about our ICU capacity and the continued growth in COVID-19 cases call us to continue demonstrating diligence in practicing the safe habits we know can help fight this virus – wearing a mask, washing our hands, maintaining 6 feet of distance and avoiding gatherings. Despite the surge we are currently facing, we have reason to be hopeful. I am happy to report that some of Napa’s first responders and health care workers have already received the vaccine, with more doses being distributed every week. Even before the vaccine arrived, our employees were dedicated to finding ways to continue necessary operations, and were creative in finding ways to adapt their work environments so we could continue providing excellent service to our community. Our partners at Napa County Public Health have doggedly fought to provide the tools needed to take care of our residents, and our schools continue to support our children in ways unimaginable just a year ago. I am in constant awe of our community and its ability to persevere and adapt. We’ve made incredible strides, from a global level to right here in our homes, to combat the COVID-19 virus and return to life as we once knew it. And while we are getting closer, we cannot relax our efforts just yet. I had the opportunity to read Travis Stanley’s Letter to the Editor in the Napa Valley Register (“Wake Up, Everybody” – December 19, 2019). Travis is a trusted friend and his letter speaks to who we are as a community. I found great appreciation for the letter and particularly for the line that reads, “….we have the power to change the world - just you and me - with the individual actions we take each and every day.” I asked myself what I will do to change the world. The answer I came up with, and I invite you to join me, is that I will personally do everything in my power to not create an added burden on our local health care system. My goal is to stay out of the hospital and not take up an ICU bed that your mothers, fathers, brothers, sisters, aunts, uncles, grandparents, and children might need. Unfortunately, 2021 is not a mile marker denoting the end of our challenges. The year ahead will remain difficult, our businesses will continue to struggle, and the City’s finances will likely not fully recover for several years. But I know that if we all can ask ourselves what individual actions we can take to make 2021 a positive year, our community will find our way through this and arrive, ultimately, in a better, stronger future. City of Napa’s Zach Curren appointed as new Fire ChiefThe City of Napa is pleased to announce that Zach Curren has been appointed to serve as Fire Chief for the Napa City Fire Department following the retirement of Fire Chief Steve Brassfield. His first day in his new role was December 26, 2020.
“Chief Curren has consistently proven his leadership abilities over the more than 14 years that he has served this community,” said City of Napa City Manager Steve Potter. “As a longtime member of the Napa Fire Department, we are certain that Curren’s ties to the community and vast experience will allow him to lead the department with integrity and keep the Napa community safe.”
Curren has served the Napa Fire Department since 2006, starting as a Firefighter/Paramedic and working his way from Captain, Battalion Chief and Administrative Battalion Chief before being promoted to Division Chief of Operations in January 2018. During his extensive tenure with the City, he also worked as the city emergency plan manager and served as the secretary for the Napa City Firefighters Association.
“It is a great honor to be chosen as Napa’s Fire Chief,” Curren said. “I am deeply grateful to Chief Brassfield for his exemplary leadership and the example he set for the entire department during his service. I am looking forward to continuing the great work he accomplished and will do everything I can to protect our community and lead the Napa Fire Department on to even more success.”
Curren holds numerous certifications, including Chief Officer Certification, Fire Officer Certification and Fire Prevention Officer Certification. He also has obtained associate degrees in paramedicine and general education as well as a career certificate in fire technology from Santa Rosa Junior College. In addition, Curren earned a Bachelor of Science in Fire Administration from Cogswell Polytechnical College and a Master of Public Administration from Arkansas State University.
Outside of his educational accomplishments, Curren has demonstrated clear aptitude in organizational management and development, emergency management, fiscal oversight and decision making, strategic planning, community outreach and workforce development, among other skills.

COVID-19 Vaccine COVID-19 continues to pose a serious threat to our residents. Records for daily case rates continue to be broken. But hope is on the horizon with the start of a month’s long vaccination campaign. We are still in the early stages of the vaccine rollout, and Napa County Public Health anticipates the pace and scale of local efforts to ramp up in the coming months as more vaccines are allocated from the Federal government. There are multiple ways residents will be informed of when their turn is to be vaccinated, including through their primary healthcare provider, employer, professional association, or industry group. Community members should text their Zip Code to 888-777 to sign up for community alerts that will include notifications on vaccine scheduling.

COVID-19 Testing There has been some frustration with the state’s new COVID-19 testing vendor as they work to transition services at over 80 testing sites across California, including the ones in Napa County. Residents who have scheduled appointments this week waited in excess of 60 minutes for their tests. While the contract for service is between the vendor and the State, please be assured Napa County officials are aggressively advocating for more efficiency so that residents can receive the level of customer service they have come to expect and deserve over the last 10 months. Ultimately, the goal is that the new vendor’s extended hours and testing availability for all ages to benefit the community going forward. On a positive note, test results are consistently coming back within 24-48 hours. Community members can create a new profile and schedule appointments at COVID-19 Test Registration (lhi.care).

Regional Stay Home Order Extension Napa County is part of the Bay Area Region, and as such, was placed under the Regional Stay Home Order 11:59 on December 17 for a minimum of three weeks. After the three-week period, which ends today, the State evaluates the region’s ICU capacity to make the determination whether the Stay Home Order remains in place or is lifted. A Stay Home Order would be lifted when a region’s projected ICU capacity meets or exceeds 15%. ICU capacity will be assessed on a weekly basis after the initial 3 week period. At Tuesday’s Napa County Board of Supervisor’s meeting, County Health Officer Dr. Karen Relucio said, “We’re probably not going to get out of it by the third week. I just want to set that expectation.” The official announcement will come from the State. As of today, January 8, 2021, the Bay Area Region’s ICU capacity was reported at 3%.

More Relief on the Way for Small Business OwnersThe US Small Business Administration, in consultation with the US Department of the Treasury, announced today that the Paycheck Protection Program will re-open the week of January 11 for new borrowers and certain existing PPP borrowers. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders shortly thereafter. This round of the PPP continues to prioritize millions of Americans employed by small businesses by authorizing up to $284 billion toward job retention and certain other expenses through March 31, 2021, and by allowing certain existing PPP borrowers to apply for a Second Draw PPP Loan.
?????? ?????? ?????????????? ??????????????: • PPP borrowers can set their PPP loan’s covered period to be any length between 8 and 24 weeks to best meet their business needs; • PPP loans will cover additional expenses, including operations expenditures, property damage costs, supplier costs, and worker protection expenditures; • The Program’s eligibility is expanded to include 501(c)(6)s, housing cooperatives, direct marketing organizations, among other types of organizations; • The PPP provides greater flexibility for seasonal employees; • Certain existing PPP borrowers can request to modify their First Draw PPP Loan amount; and • Certain existing PPP borrowers are now eligible to apply for a Second Draw PPP Loan.

Sick of Your Christmas Tree Yet? The Local Boy Scouts of America Troops will be conducting the 46th Annual Christmas Tree Pick-up & Recycling Day on Saturday, Jan. 9. Set it out on the curb by 9 AM on Jan. 9 and the troops will take care of the rest. The trees will be recycled into mulch, compost or fuel for renewable energy. Please do not set the tree out earlier in the week. Trees also must be free of ornaments, nails, tinsel, stands and metal spikes. If you'd like to donate to the Scouts, they suggest and appreciate a voluntary donation of $10 per tree. The Scouts will come to your door and collect checks make out to "Boy Scouts of America" in an envelope at your door. If you miss the collection day, place your tree out for collection on your normal service day beginning Monday, Jan. 11.

What's Next for GPAC?Save the Date(s)!
The General Plan Advisory Committee will hold a virtual meeting on Monday, January 11. Dyett & Bhatia and Staff will lead a discussion on revisions made to the Draft Land Use Plan. The updates and changes to the Draft Land Use Plan reflect the feedback received from the GPAC, Planning Commission, and community feedback.
The GPAC will provide feedback to Staff and the Consultant Team which will assist in refining the Draft Land Use Plan for consideration by the Planning Commission and City Council at upcoming meetings.
No formal action will be taken on this item.
