GPAC Quick Hits Newsletter

This newsletter is intended to provide the General Plan Advisory Committee (GPAC) periodic updates on the General Plan Update process, upcoming meetings, and activities. It is also a way for GPAC Members and Planning Staff to share articles and ideas on topics of interest and trends related to community planning.

See below for special announcements on the City's COVID-19 protocols and special GPAC Activities during the shelter-in-place orders.

Planning Commission Virtual Meeting 


Thursday, March 4. This will be the second of three* meetings being held to discuss the Land Use items related to the General Plan Update. 

*A third Special Meeting of the Planning Commission has been added for Monday, March 8.


The March 4, and March 8 2021 Planning Commission agenda will focus on the finer grain details of the Draft Land Use Plan. As outlined in the Staff Report, the Commission will consider topics in the following order:

  1. Greenbelt Designated properties
    1. Timberhill/West Browns Valley
    2. Napa Oaks
  2. Ghisletta/Horsemen’s Association properties
  3. Big Ranch Road properties
  4. Key Corridors/Focus Areas
    1. Soscol and Lincoln
    2. Downtown Napa
    3. Trancas Street
    4. Jefferson Street
    5. Soscol and Imola
  5. Draft Buildout Projections
  6. Individual property requests

It is likely that the discussion regarding Big Ranch, the Key Corridors/Focus Areas, Draft Buildout Projections, and Individual Property requests will extend to the March 8, 2021 Special Meeting.

The Commission will provide considerations which will be forwarded to the City  Council in April. No formal action will be taken on this item.

All public counters in Napa City offices are closed to the public, and open only on a by-appointment basis. By modifying services, using social distancing and offering assistance and service over the phone, we can do our part to minimize COVID-19 exposure to City staff and the public.
