City of Napa Employees Helping Those in Need

Employees here at the City of Napa are taking the opportunity this holiday season to help those in need. And in more than one way!

Toys for Tots
Each year, the Napa Fire Department arranges for multiple Toys for Tots collections bins at each of the fire houses, as well as various City buildings as well. How to give: https://www.toysfortots.org/

This year, our City Wellness committee also identified two additional opportunities to help those in our community that need it most.

VOICES

A donation drive was arranged to collect a varity of items for foster children transitioning into independent living, including new or lightly used clothing (with an emphasis on "job interview-ready" clothing), easy to prepare food items like Top Ramen, spagetti, etc, and hygiene items like shampoo and conditioner, deodorant, razors and more. These items will be donated to VOICES - learn more about what they do and how you can help here: https://www.voicesyouthcenter.org/what-we-do

NEWS

Signal Timing Changes

Traffic Safety Updates

Signal Changes Happenings Around Town

Traffic safety is a key priority here in #Napa. The City is currently implementing some changes to our traffic signals to help keep our residents safe on the road.

We have installed larger signals with a 4th lens for a Flashing Yellow Arrow (FYA) at some intersections around town. When illuminated, the FYA allows waiting motorists to make a left-hand turn after yielding to oncoming traffic. Otherwise, these new traffic signals will work the same as traditional signals.

A study conducted by the National Cooperative Highway Research Program determined that drivers had fewer crashes with FYAs than with traditional yield-on-green configurations.

The City’s first FYA will launch at the intersection of Lincoln Ave and Main Street in January 2023. Later, additional FYAs will launch at the intersections of Jefferson Street and Third, Second, First and Clay Streets.

Flood Protection

Napa's Flood Protection History

Do you know the history of Napa's flood protection efforts?

After a devastating flood in 1986, the City of Napa embarked on an ambitious flood protection project. In 1998, the citizens of Napa County voted yes on Measure A, which provided funding to the City of Napa, Napa County Flood Control and Water Conservation District (NCFCWCD) and the U.S. Army Corps of Engineers to begin work on the project.

To prevent future flood damage, the City and their partners:
- Removed buildings from flood prone areas
- Created over 550 acres of marsh and seasonal wetlands
- Removed, reconstructed and elevated several at-risk bridges
- Elevated railroad tracks
- Elevated homes and utilities
- Added new widened stream beds, flood walls, levees and culverts
- Constructed three detention basins with accompanying pump stations

These strategic efforts helped pave the way for the safe—and thriving—community we know today!

Napa City Council Adopts Citywide Governance Policy

On December 20, the Napa City Council adopted a resolution that formalized their commitment to governing with a citywide approach on all matters. This resolution affirms the council's dedication to helping all Napa community members regardless of which district the resident resides in.

This resolution follows the City's transition from citywide elections to district elections, established in 2020. This means that residents of Napa vote for one City Councilmember who lives in their district, rather than voting for all City Councilmembers in a citywide election.

Annual Hydrant Flushing Program

Annual Hydrant Flushing Program Now Underway

The City's annual hydrant flushing program begins Monday, Dec. 5!  Here are a few important reminders about the process:

- This program may cause periods of discolored water and reduced water pressure in localized areas where flushing is being conducted.

- Flushing operations may activate low-pressure alarms on automatic fire sprinkler systems due to temporary reductions in water pressure.

- Commercial customers, especially businesses that serve the public, should be aware of the water quality while flushing is taking place in their area.

The Water Division will update the City’s website regularly to provide a map of the region being flushed each day and a map of the region that will be flushed next, to help keep the public up to date on our progress: www.CityOfNapa.org/HydrantFlushing

We appreciate our community's patience during this process, and we apologize for any inconvenience this program may cause. Please contact the City of Napa Water Division at (707) 257-9521 with any questions or concerns.

Please note: Flushing is a necessary use of water to help maintain our water quality.
