New Police Chief Robert Plummer to take Oath of Office MondayVeteran police officer, Captain Robert J. Plummer, who has climbed the ranks of the Las Vegas Metro Police Department for nearly three decades, will assume his new role as the next police chief for the Napa Police Department on Monday, July 30.
Plummer, former Captain of the Homicide and Sex Crimes Bureau at Las Vegas Metro Police Department, will succeed Chief Steve Potter after he steps down from the chief role and assumes his new role as Interim City Manager.

Measure T Work Begins on Trower AvenueResidents will not have to wait long to see the fruits of Measure T, Napa County’s new half-cent sales tax that went into effect on July 1 of this year.
This week, long-anticipated work will begin on Trower Avenue, starting between Dry Creek Road and Linda Vista Avenue and between Jefferson Street and Highway 29. From Dry Creek Road to Linda Vista Ave, the work will consist of curb, gutter and sidewalk repairs, as well as tree removal and replacement. From Hwy 29 to Jefferson St, the work will consist of cold in-place recycling of existing pavement, hot-mix asphalt overlay, in addition to streetlight and sidewalk improvements.
This work is expected to be completed by December 1, 2018.
During this work, motorists and cyclists can expect crews working in the area between 7am and 5pm on weekdays, except holidays, and any lane closures will be limited to 9am and 6pm during school hours.

Gasser Drive to Close Temporarily Starting July 30Gasser Foundation has announced that crews will temporarily close Gasser Drive at Hartle Court around to Kansas Avenue, behind the Home Depot - South Napa Marketplace Entrance for construction. This work is expected to last approximately 50 days.
This closure will allow for work to raise the intersection at Gasser Drive and Kansas Avenue to accommodate new Gasser Drive Extension over the new Tulocay Creek Bridge, and for the new intersection to be completely signalized. A new turn out on north side of Kansas Avenue will be added just before the intersection for pick up and drop-off of day laborers.
Traffic will be detoured through the Soscol/Imola intersection (State Route 121 to 221) and left turns from eastbound Imola to northbound Gasser Drive will only be allowed for South Napa Century Center, Napa County Animal Shelter, InShape, Hampton Inn, Ole Health Construction Site, and Transitional Housing. Right turns from southbound Soscol Avenue to westbound Gasser Drive will be allowed for Black Bear Diner and all tenants of South Napa Marketplace only. No through traffic will be permitted.

2017 Drinking Water Quality Report Issued In 2017, the City’s drinking water met all stringent U.S. EPA and State health standards. The City of Napa’s latest Drinking Water Quality Report is posted in the Water Quality section of its web site, www.cityofnapa.org/water. A printed message on their May and June water bills alerted customers of the direct web address for electronic access of the document, www.cityofnapa.org/DocumentCenter/View/3121. Along with summarizing regulated substances and other water system statistics, the report describes our source waters, the importance of protecting our watersheds, and specific water quality concerns some customers may have.
For customers without computer access, paper copies of the 2017 Drinking Water Quality Report are now available at the Water Division, 1340 Clay Street, and at the Finance-Collection windows in City Hall, 955 School Street. Paper copies will be mailed upon request by calling 707-257-9521.
For the past six years, the City has used an electronic distribution method for this report, saving resources and ratepayer funds while still communicating to customers about the health and safety of their tap water.

Recycling Remains as Important as Ever Recycling (and composting) is more important than ever. The City of Napa’s recycling rate (more technically known as “landfill diversion” rate) has improved from a 27% rate in 1995 to an estimated 69% rate in 2017 (measured the same way as 1995). That 42% improvement is very real and very important and represents thousands of tons of discarded materials that get recycled or composted and not wasted in a landfill (the City of Napa and south Napa County disposal currently go to Potrero Hills landfill outside of Suisun).

Down Payment Assistance Workshop For First Time Homebuyers The Cities of Napa and American Canyon have Down Payment Assistance Programs available for first time homebuyers to purchase single family homes or condos. A Workshop has been scheduled to educate first time homebuyers on the home buying and mortgage loan process, and to inform them about the City’s Down Payment Assistance Program eligibility criteria.
