Napa Roundabouts Project Update: Extended Closure of SR-29 Northbound Onramp

On Wednesday, June 19, Caltrans closed the northbound First Street onramp to northbound State Route 29 (SR-29) in downtown Napa this week, which will last approximately through August 30.

The ramp is scheduled to close at 8:00 AM Wednesday, June 19, remaining closed until August 30 of this year to accommodate construction at the northwest corner of the intersection of First Street and California Boulevard in Napa.

A detour will be in place to help motorists on northbound First Street to get onto the onramp to northbound SR-29. Detour signs will be in place to guide traffic to the detour.
Also, southbound California Boulevard at Second Street will be reduced from two lanes to one lane to accommodate construction at the northwest corner of California Boulevard and Second Street. This lane reduction will begin at 8:00 AM Wednesday, June 19, and will be in place up until early fall of this year.

Fran Robustelli - Assistant City Manager

City of Napa Welcomes New Assistant City Manager

Today, the City of Napa welcomes Fran Robustelli, the newly appointed Assistant City Manager. Fran comes to Napa from the City of Walnut Creek, where she served as the Assistant City Manager, and prior to that, she held previous roles at the City of Hayward and Dublin San Ramon Services District. Fran brings a broad skill set in several areas of city administration, which include economic development, human resources, budget management, as well as risk and emergency management.

“Fran’s experience will contribute nicely to our workforce, and will serve the community well,” says Steve Potter, Napa’s City Manager. “Our varied backgrounds will complement each other nicely, so we can offer the best service possible.”

“I am excited to join the City of Napa and I am looking forward to getting to know and work with this wonderful community,” says Robustelli. “My goal is to help increase the ability of the City Manager’s Office to better support our departments, as well as our residents and customers.”

Napa Lighted Art Festival 


City of Napa’s Public Art Program is pleased to announce that the Napa Lighted Art Festival is now accepting Call For Artists submissions.  The festival will be held on January 11-19, 2020 in downtown Napa and the Oxbow District.  Artists can apply here.  The deadline for submissions is August 16, 2019.  The Napa Lighted Art Festival supports innovative techniques using light and light technologies as a growing art medium.  The spirit of the Napa Lighted Art Festival embodies the following core concepts:  Innovative, Contemporary, Uplifting, Inspiring, and Imaginative. Traffic Signal Work – SR-29 and South Kelly Road Underway

Caltrans has started to perform work to fix the traffic signal at the intersection of State Route 29 (SR-29) and South Kelly Road in Napa June 21 through June 28. Most of the work will be performed during the day, but some overnight work will make it necessary to turn the signal off temporarily for two overnight periods only.
 
Work on the signal is scheduled to begin June 21 and finish up June 28, weather and other factors permitting. During the daytime work beginning June 21, the shoulder of the road will be closed and the signal will be in operation. No lanes will be closed during any of the work.
 
The traffic signal will remain operative during daytime work. During work taking place for two overnight periods, the signal will be temporarily inoperative to accommodate the work. The signal will be temporarily inoperative starting at 9:00 PM June 26, becoming operative again at 4:00 AM June 27 and remaining operative all day. Then, at 9:00 PM June 27, the light will become inoperative, becoming operative again at 4:00 AM June 28.
 
During the periods when the signal is turned off, there will be temporary stop signs at the intersection of SR-29 and South Kelly Road to guide traffic. Motorists should treat the intersection as a four-way stop. California Highway Patrol officers will be on the scene.
 
The work is being performed only on the signal at South Kelly Road. No work is being performed on the signal at SR-29 and North Kelly Road and that signal won’t be affected.
 
The work on the signal at South Kelly Road is being done to reconfigure the electrical pull boxes that send the signals to make the light change so that the boxes won’t flood and short out the wiring during the rain.

Solid Waste Rates Notice

Residents can be proud of Napa’s solid waste program that diverts approximately 69% of collected materials from landfill. We have a robust recycling, food scrap and composting facility, and clean Compressed Natural Gas (CNG) collection vehicles. The City extended the life of equipment and vehicles with a contract extension with Napa Recycling & Waste Services (NRWS) but expenses are expected to exceed revenues by nearly $3.2 million in 2020.  Rates have not increased since 2016 but changes are proposed to meet the increasing costs of the City’s dynamic materials diversion program.

PG&E's Wildfire Safety Open House

Changes to Napa Parking Permits

Coming July 1, 2019


Effective July 1, 2019, the City of Napa will no longer be selling parking permits at City Hall. Effective May 15, 2019, parking permits are now available for purchase online here.

A parking map is provided on the reverse side of this flyer pointing to all available permit parking locations.

Permit Parking will remain $30 per month per permit. The online platform offers the ability to purchase multiple months at a time. There will be a $3.50 convenience fee in addition to the purchase cost. Parking permits will be mailed to you upon purchase. Your purchase receipt will act as your temporary parking permit. The temporary parking permit will expire 2 weeks after purchase. Your parking permit should arrive by mail within 5-7 business days.
