2019- 2021 Napa Art Walk: “Sense of Place” ExhibitThe City of Napa is pleased to announce the opening of the 2019- 2021 Napa Art Walk “Sense of Place” exhibit. The City of Napa will be hosting an Artists Reception on July 30th 2019 from 5-6pm followed by an open community Art Walk from 6-7pm. The guided tour will start at the corner of First and School Street, with presentations from the artists.
The aim of this installation series is to prompt the public to identify their own symbolic and literal relationship to the environment(s) in which they live, and to inspire a recognition or creation of experience tied to the place in which the artwork resides. A significant sense of place can motivate the individual and the masses to take ownership of their stories, to empower communities, and to spark understanding in our collective experience in shared spaces.

Browns Valley Closed Between Partrick Road and Buhman Avenue The City of Napa has closed Browns Valley Road in both directions between Partrick Road and Buhman Avenue as part of the Browns Valley Creek Emergency Repair Project. The project is anticipated to be completed this fall, and the closure will remain in effect until then. With the heavy winter storms, Browns Valley Creek eroded its northerly creek bank, undermining the sidewalk at this location. In February, Public Works crews secured the location, making it safe for the travelling public by closing the eastbound lane of Browns Valley Road and making a safe passageway for pedestrians travelling to and from Browns Valley School. The City Council then approved emergency funding for the design, permitting and construction of repairs. At this time, the following detour is recommended for those traveling through the area: Take Rowena Lane to travel between Partrick Road and Browns Valley Road, and to access Valley Glen Lane. Valley Glen Lane is open, but is only accessible from Rowena Lane.

Time Once Again for "Cop on Top"Fundraiser aims to pair donuts and dollars for Special Olympics In a 3rd year event, members of local law enforcement will take up residency on the rooftop of Buttercream Bakery on July 25, 2019 at 2297 Jefferson Street, in Napa. The event runs from 7AM - 12PM. Buttercream Bakery has partnered with Special Olympics, and will be giving away a free donut to everyone who donates to the cause.
Cop on Top is part of Napa County law enforcement’s year-round efforts to raise funds for Special Olympics, which includes the annual Torch Run and Tip-A-Cop fundraisers.
Special Olympics Northern California is a free year-round sports training and competition program for children and adults with developmental disabilities. Some 14,000 athletes compete in over 170 events throughout the region in 12 different sports. Programs are free to all eligible athletes. Find out how you can be a fan and visit www.SONC.org.

Curbside Food Composting: Reduce Landfill WasteBEAT THE “ICK” FACTOR! • Reduce moisture and odors in your pail or cart by adding soiled or shredded paper or wrapping your food scraps in newspaper.
• Keep your compost pail clean by using a 2 or 3 gallon compostable bag liner. Various local stores and online vendors sell compostable bags.
• Need a compost pail for daily collection of kitchen scraps? Stop by the Payment Center at 598 Lincoln Ave for a free pail — or reuse any appropriate-sized container that you have at home.
• Avoid odors, mold, and insects by washing your compost pail regularly (it’s dishwasher safe but the label may not survive). It also helps to sprinkle baking soda or rub vinegar on the inside of your compost pail or cart lid.
• Don’t have many yard trimmings, but still want to compost food scraps? Just contact Customer Service at 255-5200 to order a smaller brown cart.

Napa Valley Community Housing Home Sharing Match-Up Program - A Story of Success Denise* (provider) is a single female in her mid-sixties. She enjoys working out and is a professional personal trainer. She also works part-time as a Behavior Specialist. Denise is a Christian and wanted to make sure those interested in her home knew that was very important in her life. She was only interested in renting to another female because of the fact there was only one bathroom in her house. She requested $650 a month, plus $20-$40 per month for electricity, water, garbage, internet and access to the onsite washer and dryer. She was also requesting a $300 deposit. Denise really wanted to help another lady out and at the same time supplement her own income.
Leann* (seeker) is a single female in her fifties. She was budgeted to pay $800 for a room plus utilities. Leann works full-time at Home Depot and wanted to find a way to cut back on her monthly expenses which included her rent. She wanted save money to take a vacation to visit her son out of state.
These two became roommates and share common similarities because they are Christians, they like gardening, they don’t eat meat and both have sons about the same age. These are busy ladies that both stay active! Denise didn’t hesitate to offer Leann the room once she met her. Leann asked if she could bring her own bed and Denise had no problem removing the twin bed. Denise was very sympathetic to Leann’s housing needs by allowing her to bring four boxes from storage to be put in the garage; this helped so that Leann could save by eliminating her storage cost.
As of today, Denise and Leann are happily home sharing!

Highway 29 Water Main Freeway Crossings - Now Underway The City will begin work on the restoration of three water lines (freeway crossings) that were damaged during the earthquake in 2014. The freeway crossings are located at multiple locations along Highway 29 at Old Sonoma Road, Pine Street and Laurel/Kilburn Streets. The City’s contractor is scheduled to start with the freeway crossing located at Old Sonoma Road during the week of July 3, 2019. Construction will continue throughout the summer as each crossing is restored. This work will require intermittent traffic control setup and minor detours in isolated neighborhoods. Residents in the immediate vicinity of each crossing will receive specific notifications as construction progresses. Trancas Street Rehab Project Further rehabilitation of Trancas Street will begin in mid-July. Project limits will be from Jefferson Street to State Route 29. Napa Roundabouts Project SR-29 Northbound Onramp Remains ClosedOn Wednesday, June 19, Caltrans closed the northbound First Street onramp to northbound State Route 29 (SR-29) in downtown Napa this week, which will last approximately through August 30.
The ramp is scheduled to close at 8:00 AM Wednesday, June 19, remaining closed until August 30 of this year to accommodate construction at the northwest corner of the intersection of First Street and California Boulevard in Napa.
A detour will be in place to help motorists on northbound First Street to get onto the onramp to northbound SR-29. Detour signs will be in place to guide traffic to the detour. Also, southbound California Boulevard at Second Street will be reduced from two lanes to one lane to accommodate construction at the northwest corner of California Boulevard and Second Street. This lane reduction will begin at 8:00 AM Wednesday, June 19, and will be in place up until early fall of this year.

The festival will be held on January 11-19, 2020 in downtown Napa and the Oxbow District. Artists can apply here. The deadline for submissions is August 16, 2019. Napa Parking Permits - Now Available Online OnlyEffective July 1, 2019As of July 1, 2019, the City of Napa no longer sells parking permits at City Hall. Parking permits are now available for purchase online here.
A parking map is provided on the reverse side of this flyer pointing to all available permit parking locations.
Permit Parking will remain $30 per month per permit. The online platform offers the ability to purchase multiple months at a time. There will be a $3.50 convenience fee in addition to the purchase cost. Parking permits will be mailed to you upon purchase. Your purchase receipt will act as your temporary parking permit. The temporary parking permit will expire 2 weeks after purchase. Your parking permit should arrive by mail within 5-7 business days.

Solid Waste Rates Notice Now Online in English and SpanishResidents can be proud of Napa’s solid waste program that diverts approximately 69% of collected materials from landfill. We have a robust recycling, food scrap and composting facility, and clean Compressed Natural Gas (CNG) collection vehicles. The City extended the life of equipment and vehicles with a contract extension with Napa Recycling & Waste Services (NRWS) but expenses are expected to exceed revenues by nearly $3.2 million in 2020. Rates have not increased since 2016 but changes are proposed to meet the increasing costs of the City’s dynamic materials diversion program.
