Napa Roundabouts

CLOSED: California Boulevard at First Street

Closure to Remain Until Late December


Caltrans has removed the traffic signal light at the intersection of First Street and California Boulevard to accommodate construction on one of three roundabouts west of downtown Napa.

The closure of California Boulevard at First Street will reopen by late December. Detours are in place. Motorists are encouraged to use alternative routes. Should drivers travel through the construction area, delays are expected and drivers should exercise caution.

Detour Details
•    Eastbound on First Street from State Route 29 (SR-29) will be able to make a right turn on California Boulevard going south to get to Second and Third streets.
•    California Boulevard southbound will turn left at Clay Street, then right at Seymour Street, then right at Third Street. Detour ends at California Boulevard.
•    California Boulevard northbound will turn right at Second Street, then left at Seymour Street, then left at Clay Street and detour ends at California Boulevard.
•    First Street westbound will turn right at Walnut Street, left on Clay Street and detour ends at California Boulevard.

Visitors can drop in at any time during the open house to learn more about the proposed small cell project with new wireless equipment to be attached to existing utility and streetlight poles.

Two types of workshop are offered again this year—home composting and worm composting.

Home composting workshop attendees will learn the basics of composting, including tools, techniques, and bin types. Turn your yard trimmings and kitchen scraps into rich compost to use as a soil amendment or garden mulch. Learn More About Home Composting

Participants can choose one of the following at the end of the two hour class:
Earth Machine bin for home composting $20 – cash or check only
Soil Saver bin for home composting $20 – cash or check only
$30 mail-in rebate towards the purchase of worm composting bin
$30 mail-in rebate towards the purchase of a mulching lawnmower or lawnmower retrofit.

Worm composting (vermiposting) focuses on food scraps and is often the best option for those with limited space and minimal or no yardwaste. Participants will assemble a working worm bin to take home.

Napa Recycling and Waste Services Annual Canned Food Drive will be held next week, from September 16th-20th. You can place your donation in a separate bag next to your recycling cart by 6am on your normal service day during the donation week – here are the details.  See NRWS' website for year-round local food donation options.

Planning Commission Openings

The City Clerk is accepting applications from Napa Residents for a total of three openings; three to serve on the Planning Commission.  Applications are available online for submission at www.cityofnapa.org - choose Boards, Commissions & Committees from the City Clerk’s page. Please submit application by 5:00 p.m. Friday, September 20, 2019

The Planning Commission is advisory to the City Council on matters related to land use and planning, particularly related to amendments to the City's General Plan policies and Zoning Ordinance. The Planning Commission is the decision-making body for specified land use actions, including conditional use permits and design review permits. One of the three appointments shall fill the requirement of “design professional”. Applicants must be City of Napa residents and registered voters. The Planning Commission meets regularly on the first and third Thursday of each month at 5:30 p.m. in the Council Chambers, located at City Hall, 955 School Street.

The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary but are typically either two or three years. Most board members must be city residents and registered voters.

Workshop Scheduled for First Time Homebuyers


You are invited to attend our workshop to learn about programs that may help you become a homeowner, including the City of Napa’s First Time Homebuyer Down Payment Assistance Programs.

This workshop has been scheduled to educate first time homebuyers on the home buying and mortgage loan process, and to inform them about the City’s Down Payment Assistance Program eligibility criteria. 

The next available workshop will be held October 29th at 6:30 p.m. at the City of Napa’s Housing Authority office located at 1115 Seminary Street. Seating is limited. And please no small children.

From PG&E: New Weather Webpage

Gives Customers Insight into Meteorological Matters, Gauges the Potential for the Need to Call a Public Safety Power Shutoff


As part of its efforts to prepare customers and communities for the growing threat of wildfire, Pacific Gas and Electric Company (PG&E) has launched a robust weather webpage on pge.com, providing detailed, localized forecasts.
 
Of special note, the page offers a seven-day, look-ahead regional forecast updated daily by a PG&E meteorologist or fire scientist that indicates the potential need to call a Public Safety Power Shutoff (PSPS). PG&E monitors conditions across our system and evaluates whether to proactively turn off electric power lines, in the interest of public safety, if gusty winds and dry conditions, combined with a heightened fire risk, threaten a portion of the electric system.
 
That PG&E 7-Day PSPS Potential forecast will provide an instantaneous sense of what’s going on and what’s ahead. The forecast encompasses nine geographic regions of PG&E’s service area and four levels of PSPS potential:

  • Not Expected – Conditions that generally warrant a PSPS event are not expected at this time.

  • Elevated – An upcoming event, typically a period of adverse weather combined with dry fuels, is being monitored for an increased potential of a PSPS event.

  • PSPS Watch – PG&E’s Emergency Operations Center (EOC) is now activated based upon a reasonable chance of executing a PSPS to reduce public safety risk in a given geographic zone due to a combination of adverse weather and dry fuel conditions.  A PSPS watch is typically only issued within 72 hours before the anticipated start of an event.

  • PSPS Warning – Customers in areas being considered for a PSPS have been or are being notified. This level indicates execution of a PSPS is probable given the latest forecast of weather and fuels and/or observed conditions. PSPS is typically executed in smaller and more targeted areas than the PG&E Geographic Zones. This level does not guarantee a PSPS execution as conditions and forecasts might change.

But beyond PSPS information, weather geeks will find a lot to love about the new weather page (www.pge.com/weather). With PG&E’s weather map at your fingertips you’ll be able to check humidity, precipitation, temperatures, wind speeds and wind gusts across 70,000 square miles of Northern and Central California. And you can check out those same conditions in your hometown, based on the closest weather station.
 
Additionally, the map shows whether the National Weather Service has called a Red Flag Warning and where. It also offers access to the thousands of weather stations and dozens of high-definition cameras in use by PG&E. There’s even a daily sunrise and sunset timetable.
 
No single factor drives a Public Safety Power Shutoff, as each situation is unique. PG&E carefully reviews a combination of many criteria when determining if power should be turned off for safety. These factors generally include, but are not limited to:

  • A Red Flag Warning declared by the National Weather Service

  • Fire Potential Outlooks from the Interagency Geographic Area Coordination Centers (GACCs)

  • Low humidity levels, generally 20 percent and below

  • Forecasted sustained winds generally above 25 mph and wind gusts in excess of approximately 45 mph, depending on location and site-specific conditions such as temperature, terrain and local climate

  • Condition of dry fuel on the ground and live vegetation (moisture content)

  • On-the-ground, real-time observations from PG&E’s Wildfire Safety Operations Center and observations from PG&E field crews

“By expanding our network of weather stations and cameras and offering this real-time information to our customers and agency partners, PG&E continues to grow Northern and Central California’s awareness of weather patterns and the need to initiate a Public Safety Power Shutoff when conditions merit it,” said PG&E Meteorologist Scott Strenfel. “Customers and communities need to prepare, and this weather intelligence complements the letters, community open houses, webinars, workshops, social media posts and more that we’ve used to emphasize that message.”

Public Art - Outdoor Sculpture Senior Center
The Napa Senior Activity Center recently reopened to the public after 9 months of construction. The updated facility creates an opportunity for a permanent art installation. This art installation will be permanently installed outside, where it will be highly visible from both outside and inside the Senior Center. Only completed artworks are eligible. Conceptual artwork proposals will not be considered. Entry deadline 9/30/19.

Eligibility:  Applicants must be currently living or working in CA, OR, NV, CO, WA, AZ, ID or UT. They must be at least 50 years of age to represent the Senior Center community. Napa City employees, and their immediate family members are not eligible. 
 
Napa Senior Center Exhibit - 2D Art 
The City of Napa is opening a call for 2D at the Napa Senior Center in their newly remodeled Maple Room.  Artwork will be displayed for a 6-month period (January to June or July to December 2020). Entry deadline 12/30/19. 

Eligibility:  Applicants must be artists currently living or working in Napa Valley, CA. They must be at least 50 years of age.  City employees and their immediate family members are ineligible.

Coastal Cleanup Day

Saturday, September 21, from 9AM - 12PM


VOLUNTEERS are needed to clean up Napa County’s
streets & creeks!

This event is part of the 35th Annual Coastal Cleanup Day, a statewide and international effort to clean trash and debris from beaches, bays, creeks, rivers, and lakes.
In Napa County last year, 553 volunteers collected 2,402 pounds of trash and 933 pounds of recyclables from Napa’s waterways. 

Help us make Napa County one of the cleanest, greenest counties

Arbor Day

National Public Lands Day

Come make a lasting impact to our community’s park system!  This year’s National Public Lands Day will be held on September 28th combining three fun events in one day!


Arbor Day
The City of Napa will be hosting our 30th annual Arbor Day celebration. The City of Napa is a certified Tree City USA. To maintain this status and celebrate our public lands, the City coordinates a volunteer effort to plant trees in the community. Volunteers will learn about tree species that are better suited to the Napa climate and proper planting techniques while providing a valuable service to the community. We will be planting numerous new trees in the park and need volunteers of all ages to come out and help us celebrate. To register to participate, please contact our volunteer coordinator at (707) 257-9960. Please arrive and check in by 9:00 a.m. 

Bike Your Park Day 
In partnership with the Adventure Cycle Association and the Napa Bicycle Coalition, the City of Napa will host a free guided bike tour starting at Kennedy Park at 10:00 AM. The route will be approximately 9 miles and travel along the Vine Trail through numerous city parks including historic Fuller Park while looping back to Kennedy Park. The tour includes biking through the Railroad Arts District. Please register in advance here!

Public Lands Service Projects
In addition to planting trees, there will be several other service projects taking place in Kennedy Park on September 28th. The park improvements will include projects at the Formal Gardens, skate park and duck pond. We are looking for community members to sign up to assist our park staff while we improve these areas. Projects will take place between 9:00 AM and 1:00  PM. To register to volunteer, contact our volunteer coordinator at (707)257-9960.

September 15 - Mariachi Aguilas
Playing together since 1974, Mariachi Aguilas creates music that connects with the audience. Featuring violinist, trumpets, guitar, vihuela and guitarrón players, their knowledge of the Mariachi repertoire is incredible.

October 20 - The Mighty Murphys
The Might Murphys are an acoustic band playing instruments from the Irish tradition. The band enjoys sharing music that reminds them of their Irish roots and ancestors. The band sparkles with upbeat Irish reels, jigs, plus heart-felt ballads of the old country sung by Christine. Many of their songs are written by band member Day Griffin in the traditional Irish style.

Cosntruction Ahead

Highway 29 Water Main Freeway Crossings - Now Underway

 
The City continues work on the restoration of three water lines (freeway crossings) that were damaged during the earthquake in 2014. The freeway crossings are located at multiple locations along Highway 29 at Old Sonoma Road, Pine Street and Laurel/Kilburn Streets.
 
Construction will continue throughout the summer as each crossing is restored. This work will require intermittent traffic control setup and minor detours in isolated neighborhoods. Residents in the immediate vicinity of each crossing will receive specific notifications as construction progresses.
