Napa Roundabouts

Construction Update


Caltrans has begun to close multiple offramps and onramps at First Street in the City of Napa effective Thursday, October 10 during construction of three new roundabouts. The First Street offramp from northbound State Route 29 (SR-29) and the First Street loop onramp from eastbound First Street to northbound SR-29 has been closed effective October 10. Also, northbound and southbound California Boulevard will remain closed between Second Street and Clay Street and no southbound California Blvd. traffic will be allowed to cross First Street. Existing detours will remain in place. These closures were effective Thursday, October 10 through the end of November 2019. Detour signs will be posted.

Additionally, east and west lanes on First Street through the construction area will be shifted to accommodate the next phases of work. Drivers are asked to be aware of the new lane configurations. lanes will be flipped to the newly paved streets so crews can begin work on the other side.

As you can see from the cool photos, a lot of progress has been made on the project. The first of the three roundabouts is beginning to emerge! We are excited to say that the first of the three roundabouts will be open before Thanksgiving, and the second will be open by Christmas! The project contractor, O.C. Jones, took these great photos and has been working diligently to keep this work moving as quickly as possible. We realize the inconvenience this much construction creates, but appreciate our community’s patience as we move closer to finished roundabouts even more quickly than anticipated.

Detours will remain in place, along with previously announced detours currently in place due to the construction. Motorists are encouraged to use alternative routes and allow more time to get to their destinations. Delays are expected in the construction area and drivers should exercise caution.

Water-Wise Plant Show October 15th


Just in time for the fall planting season, City of Napa Water, UC Master Gardeners, and the California Native Plant Society (CNPS) team up for a free Water-Wise Plant Show on Tuesday, October 15, 6:30 to 8:30 pm, at the newly renovated Manzanita Room in the Senior Center, 1500 Jefferson Street.  With slide presentations and dozens of live plants on hand, local landscape designer Katherine Novick will show Napans that water-efficient yards are anything but boring.  Colorful and beautiful trees, shrubs, perennials, grasses, vines, and groundcovers will be reviewed, along with landscape design ideas focused on California native species.  Attendees will also gain access to free literature, water-saving tools, and experts from the Napa County Master Gardeners and the CNPS Napa Valley Chapter.  Lucky winners will even take home free plants and other great door prizes.

Our unpredictable climate makes water efficiency and conservation a way of life here.  The start of the planting season is a great time to learn appropriate water-wise gardening habits, as efficient outdoor use remains the key to a reliable water future.  Attendees are asked to register in advance for the Water-Wise Plant Show by calling (707) 257-9497 or emailing [email protected]

NapaSan Announces Smoke Testing in Napa Neighborhoods


From October 16th through October 18th, NapaSan will be conducting smoke testing of sanitary sewer lines in neighborhoods throughout town. Please see the map here for testing locations. These tests will start no earlier than 8:00 a.m. and will be completed by 5:00 p.m.
These types of tests are routinely performed as part of the comprehensive long-term sewer system improvements program. The test involves blowing smoke into a sewer manhole to find places where storm water may be entering the system, as well as to assist in locating breaks and defects that may exist in the sewer lines.

During the test, white smoke may be seen coming from roof vents, up through the ground, building foundations, or manhole covers. The smoke will not enter your home if it is properly plumbed and vented and the water traps contain water. In order to ensure your traps are filled with water, run the faucets and showers in your home for 30 seconds and pour 12 ounces of water into any floor drains. The smoke used is not harmful to people, pets, or furnishings. It is non-toxic, non-staining, non-corrosive, odorless, and leaves no residue. Your presence at home is not required during the test. Both police and fire departments will be kept informed of the areas in which the testing will take place. Any smoke in the area from the testing should clear within ten minutes.

All properties on the streets where the smoke testing will happen and areas surrounding those streets have been notified via mail so that everyone in the immediate area is aware of the testing. Napa San's consultant, V&A Consulting Engineers, will deliver door hangers to the properties directly within the testing area 24 to 48 hours before testing takes place.

Workshop for First Time Homebuyers

You are invited to attend our workshop to learn about programs that may help you become a homeowner, including the City of Napa’s First Time Homebuyer Down Payment Assistance Programs.

This workshop has been scheduled to educate first time homebuyers on the home buying and mortgage loan process, and to inform them about the City’s Down Payment Assistance Program eligibility criteria. 

The next available workshop will be held October 29th at 6:30 p.m. at the City of Napa’s City Council Chambers at 955 School Street. Seating is limited. And please no small children.

The City of Napa is opening a call for 2D at the Napa Senior Center in their newly remodeled Maple Room.  Artwork will be displayed for a 6-month period (January to June or July to December 2020). Entry deadline 12/30/19. 

Eligibility:  Applicants must be artists currently living or working in Napa Valley, CA. They must be at least 50 years of age.  City employees and their immediate family members are ineligible.

Many of their songs are written by band member Day Griffin in the traditional Irish style.
