Heads Up: First Roundabout to Open

Next Friday, November 22, 2019


Heads up - we have exciting news!
 
The first of the three roundabouts, as well as the northbound SR-29 offramp, is slated to open on Friday, November 22. Motorists will be able to use this first roundabout to get on and off the freeway at First Street, as well as to navigate between First Street and California Boulevard.  
 
California Boulevard will remain closed between Clay Street and Second Street, and there will still be detours in place as construction crews continue working on the remaining two roundabouts.
 
This is exciting news, as this first roundabout is opening far ahead of schedule. What was expected to be at least an 18-month job has reduced considerably, with the next roundabout possibly in use just before Christmas and the third begin to carry traffic in early 2020 depending on weather.
 
Additional information will be shared on social media and posted to www.cityofnapa.org/Roundabouts at the beginning of next week on how to travel through a roundabout whether in a car, on a bike or on foot.

Third Street Bridge

Bridge Preventive Maintenance Project Underway


The City’s federally-funded bridge preventative maintenance project is underway. Six bridges throughout the city will receive maintenance including Main Street, Third Street, Soscol Avenue (over Napa River), Lincoln Avenue, Trancas Street, and Jefferson Street. Work to be performed involves removing existing traffic striping/markings, applying a specialized resin treatment to the concrete bridge deck, and restoring traffic lanes/markings. The resin treatment is necessary to fill cracks on the bridge surfaces which extends the life of the bridges. The material being applied can have a strong chemical small. This maintenance approach is a very common and standardized method for preserving bridge decks.
 
Prior to the application, residents/business have been and will continue to be notified about the work and the potential for the chemical odor. As part of the project, the contractor has submitted a Public Safety Plan which includes an airborne emission monitoring plan and an action plan for public protection if permissible emission levels are exceeded. Work to be performed on Jefferson Street also includes concrete repairs on the west side facade. The project is scheduled for completion by the end of November.

Join the City of Napa, Recycling Division, County of Napa, the Salvation Army, and Soles4Souls at this year's America Recycles Day! 

Donate an unwanted coat, costume, or pair of shoes and get a free indoor recycling or compost pail for your home or office. 

We will be collecting gently used coats, costumes, and any condition shoe(s) during event hours only. Coats and costumes will stay within the Napa Community to be redistributed to those in need -- the Salvation Army redistributes the coats and the costumes are saved until next year to be handed out at special events in October by City of Napa, Recycling Division. 

All shoes will be distributed around the world to those in poverty; any shoe not reused will be recycled.

New Parking Enforcement Tool Implementation Underway


The new Parking Enforcement vehicles have officially been upfitted with new License Plate Reading (LPR) cameras and software. The Parking Ambassador team will be testing this new technology over the next 2-4 weeks to ensure seamless integration of the camera system and handheld citation devices. This new system will increase efficiency and accuracy in the new parking enforcement program. Once the test period is complete, the plan is eliminate the method of tire chalking all together and replace it with LPR. 

The areas being tested will be all of the Parking Ambassador’s current operating area. Over this test period, the Parking Ambassador will primarily issue “Warning” citations in lieu of actual citations as the Ambassador gets familiar with the system. Of course, blatant parking violations will be cited as normal.

On Saturday, October 26th, a collection event at the Kaiser Permanente (KP) Napa Clinic parking lot was held for expired/unused medication and so-called “sharps” (i.e., needles, syringes, etc). This was a multiple agency/public-private partnership effort that involved the City of Napa Police Department, Napa County Sheriff, City of Napa Materials Diversion (Recycling) Division, KP, Napa Sanitation District, Federal Drug Enforcement Agency (DEA) and the County of Napa as the primary partners. It was a “special” one-time event largely because of the strict rules governing handling and disposal of “controlled” substances (e.g., codeine, oxycontin, etc.) which cannot be legally accepted without the presence of a uniformed law enforcement but represent approximately 15% of available pharmaceutical waste.  

As was the case in 2018, this year’s results were very impressive at the City/KP collection site, which drew 350 participants in a four-hour period. The breakdown of collected substances/materials was approximately 963 lbs. of pharmaceuticals, 275 lbs. of sharps and an estimated 160 lbs. of recyclable packaging (paper bags and boxes sent to Napa Recycling and Waste Management for recycling). Beyond the City/KP site, there were five additional collection sites in Napa County - American Canyon Police Department, Napa County Sheriff’s Office, Yountville Police Department, St. Helena Police Department, Calistoga Police Department - which collected an additional 595 lbs. of medications and 263 lbs. of sharps collectively. 

This event would not be successful without the collaboration of all these great agencies!

City of Napa offices will be closed for the Thanksgiving holiday on Thursday, November 28, and Friday, November 29, 2019. Office will open once again on Monday, December 2.

The City of Napa is opening a call for 2D at the Napa Senior Center in their newly remodeled Maple Room.  Artwork will be displayed for a 6-month period (January to June or July to December 2020). Entry deadline 12/30/19. 

Eligibility:  Applicants must be artists currently living or working in Napa Valley, CA. They must be at least 50 years of age.  City employees and their immediate family members are ineligible.
