First Roundabout Now OPEN
Our first roundabout is now open! Remember, drive with caution and be safe on the roadways. Slow and steady wins the race. Now, up next – crews will continue work on the second and third roundabouts, as well as all the other associated improvements such as landscaping, curbs, bike lanes and more. By Christmas, we should see the next roundabout up and running! In the meantime, you can check out this video to see a simulation of how all three roundabouts will work together when completed in early 2020.

Jefferson Street Signal WorkFirst and Second Street Intersections Now that the first roundabout at First Street and the SR29 off & on-ramps is open, we look to the near future for even more exciting traffic improvements. The contractor is currently scheduled to open the second roundabout at First Street and California Boulevard the second week of December. When that occurs, the directions of First and Second Streets will need to be flipped. They will remain as one-way streets, just being switched to First Street being eastbound into downtown and Second Street being westbound towards Browns Valley. To accommodate this, the traffic controls at the intersection First Street/Jefferson Street and Second Street/Jefferson Street need to be modified to allow for the change in direction. The modifications include removing the concrete medians, paving, striping new medians and installing new traffic signal equipment. City Streets crews have already removed the concrete median and are prepared to re-stripe the intersection when the time comes. A city hired electrical contractor, St. Francis Electric, is now working at the intersections installing the necessary traffic signal hardware. This will require a long weekend of intensive work during such time the signals will be turned off and the intersections will be regulated by temporary stop signs. That work is scheduled for this weekend of November 22, 2019. Then, on or about December 11th, the roundabout contractor, electrical contractor & City crews will combine their efforts to orchestrate the traffic maneuver known as the Couplet Flip, reversing the two one-way streets. At the same time, Napa’s second roundabout will go into action at First Street & California Boulevard.

Bridge Preventive Maintenance Project Underway The City’s federally-funded bridge preventative maintenance project is underway. Six bridges throughout the city will receive maintenance including Main Street, Third Street, Soscol Avenue (over Napa River), Lincoln Avenue, Trancas Street, and Jefferson Street. Work to be performed involves removing existing traffic striping/markings, applying a specialized resin treatment to the concrete bridge deck, and restoring traffic lanes/markings. The resin treatment is necessary to fill cracks on the bridge surfaces which extends the life of the bridges. The material being applied can have a strong chemical small. This maintenance approach is a very common and standardized method for preserving bridge decks. Prior to the application, residents/business have been and will continue to be notified about the work and the potential for the chemical odor. As part of the project, the contractor has submitted a Public Safety Plan which includes an airborne emission monitoring plan and an action plan for public protection if permissible emission levels are exceeded. Work to be performed on Jefferson Street also includes concrete repairs on the west side facade. The project is scheduled for completion by the end of November.

America Recycles DaySuccessful Day of Collecting Coats, Costumes and Shoes Once Again On Saturday, November 16th, the City and County sponsored a coat, costume and shoe drive in celebration of America Recycles Day (ARD) at Redwood Plaza Shopping Center (adjacent to old Vallerga’s Market location). Residents were asked to bring in “gently used” coats and costumes or shoes (in any condition) in exchange for an indoor recycling bin or kitchen compost pail for their home or business.
This year, approximately 730 coats (about 100 more than 2018 event) and 50 costumes were collected during the four-hour event. Salvation Army received the coats and will distribute the coats to needy families over the next few weeks, particularly at their Thanksgiving celebration. The collected costumes will become part of the City’s Halloween costume exchange next year.
For the fourth year, the Napa ARD event also included collection of used shoes. The results and community participation was significant as 1,167 and ½ pairs were collected (345 more pairs than last year’s event). The collected shoes will be shipped to a non-profit organization called “Soles4Souls” (see www.soles4soles.org for more information) that distributes used shoes to disaster victims and/or disadvantaged people in this country and abroad. This organization will even find homes for single shoes (as they serve one-footed clients as well) and will recycle any shoe beyond use or repair. Beyond City and County staff, this year’s event also benefited from several volunteers from Napa High School and Napa Girl Scout troop #20035.

Napa Christmas Parade - Volunteers Needed!
Napa Parks & Recreation and the Downtown Association are teaming up to recruit volunteers for the Christmas Parade on Saturday, November 30.
Available shifts are: 2:00 – 6:00 PM 5:30 – 9:00 PM 4:00 – 8:30 PM Volunteers will be stationed at closed street intersections and carry out the following tasks: • Monitor intersections to ensure barricades are not moved. • Provide basic directions/instruction to attendees - parade route, parade times, restroom locations, etc. • Generally monitor the parade and report issues to the event organizers. Volunteers will be provided a safety vest and should dress for cold temperatures.
