The Napa Community Redevelopment Agency (NCRA) was established in 1969. The City Council serves as the Board of Directors for the Redevelopment Agency. Meetings are held the third Tuesday of each month at 3:30pm in the City Council Chambers.

The Parkway Plaza Redevelopment Area was formed in 1969, encompassing 324 acres in Downtown Napa. This Project Area will expire in 2012.

The importance of the Agency lies in its tax increment revenue and its unique bonding and financing capabilities. The Agency allows the City to receive the full 1% county levy on incremental property values within the Project Area. For Fiscal Year 2004-05, this resulted in tax increment revenues in excess of $2.7 million. These revenues are used to fund improvements in the Project Area. Under state law, 20% of tax increment revenues are used for affordable housing. The Project Area will expire in 2012.

The Napa Community Redevelopment Agency is staffed and administered by the Economic Development Department, and focuses on revitalization of the downtown area through capital projects and conomic development activities. 

The agency is in the process of forming a second project area called the Soscol Gateway.
