Walking and biking along the Vine Trail’s Crosstown Commuter Path has just become a little more vibrant and colorful. The City’s Corporation Yard fence, located along the Vine Trail between Lincoln Avenue and Jackson Street, served as the canvas for the City’s latest public art installation. Entitled “Begin and Continue,” the multicolored artwork stretches over 700 feet and reflects the “Op art” style, popular in the 1950’s and ‘60’s. Napa artist Mikey Kelly created the artwork after being selected from a competitive City process earlier this year. The City’s Public Art Steering Committee juried the competition and awarded Kelly the $40,000 project after the City Council approved the public art project in early 2017.
The parameters of the project required the artist to work with the community as part of the project’s design development. To create “Begin and Continue,” the artist involved students by asking them to describe Napa in one word. Some of the responses included words such as: active, caring, fuerte, amor, and home. The words helped the artist develop both the pattern and palette for the artwork. Kelly also involved the community by photographing people using the trail. He used the photos to produce several metal silhouettes that are also part of the artwork.
The public art project is the City’s tenth public art installation. It is also the fourth artwork installation along the Napa Valley Vine Trail’s “Rail Arts District.” As part of the celebration, the City plans to hold a ribbon-cutting event at the site on Tuesday, November 28th at 2 p.m. The City cordially invites the public to attend the event, where the artist will be available share more about the creative process and answer questions about the artwork.

During a routine audit by the County Auditor’s Office it was discovered that an additional year of the Stormwater System Tax Assessment – established by Ordinance No. 096-005 - was collected in error. This assessment was set to end on June 20, 2016, but was inadvertently added to the tax roll for Fiscal Year 2016/17. Steps are being taken to issue a refund to all City of Napa residents and businesses in the coming months. The full amount collected in error amounted to $409,783.37, which results in an average refund of $12 per parcel or single family property. Over the next few months, refunds will be mailed to those owed a refund.
There is no impact to the City’s General Fund; however, 2018 drainage improvement projects near Minahen Street and related paving will be delayed, perhaps by a few years. These projects may still be covered by other funds identified by the City, and this delay allows for time to make additional design changes or enhancements that may not have been possible before.
This is an unfortunate error and we are taking the necessary steps to keep it from happening again. We apologize for any inconvenience. If you have questions about this reimbursement, please call Public Works at (707) 257-9520.

Want to make a difference in your community? Do you have expertise you could share? The City Clerk is accepting applications from Napa Residents for a total of three openings to serve on the Planning Commission. Deadline for submission of applications is 5:00 p.m. Friday, December 1, 2017.
The Planning Commission is advisory to the City Council on matters related to land use and planning, particularly related to amendments to the City's General Plan policies and Zoning Ordinance. The Planning Commission is the decision-making body for specified land use actions, including conditional use permits and design review permits. One of the three appointments shall fill the requirement of “design professional”. Applicants must be City of Napa residents and registered voters. The Planning Commission meets regularly on the first and third Thursday of each month at 5:30 p.m. in the Council Chambers, located at City Hall, 955 School Street.
The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary but are typically either two or three years. Most board members must be city residents and registered voters.
