There are 10 departments in the City organizational structure . The responsibility for the operation of each department is assigned to a Department head appointed by the City Manager, with the exception of the City Clerk and the City Attorney , who are appointed by the City Council, and the Personnel Director who is appointed by the Civil Service Commission. |

Housing Division staff assure that Section 8 assisted housing is safe and of quality by requiring owners to meet Housing Quality Standards and local code.

The Planning Division provides a comprehensive planning review and evaluation of all current development projects in accordance with State Planning Law, California Environmental Quality Act, the City's General Plan, Zoning Ordinance and other land use standards. Preparation and enforcement of all Permit and Architectural Review conditions of approval is a complementary responsibility. The Division also provides advanced planning services, General Plan administration, and Zoning Ordinance studies not directly related to current development review.

The City of Napa Parks and Recreation Services Department provides residents with access to more than 48 parks that cover 800 acres of park land. The City’s park system consists of a variety of recreation attractions, such as parks, open space, playgrounds, sport fields, a golf course, the Napa River and milesof natural and paved trails for walking, biking and hiking. In addition to parkland resources, the Parks and Recreation staff maintains over 21 acres of landscaped areas throughout the city.
