Planning Division PDF Print Email

The Planning Division provides a comprehensive planning review and evaluation of all current development projects in accordance with State Planning Law, California Environmental Quality Act, the City's General Plan, Zoning Ordinance and other land use standards. Preparation and enforcement of all Permit and Architectural Review conditions of approval is a complementary responsibility. The Division also provides advanced planning services, General Plan administration, and Zoning Ordinance studies not directly related to current development review. 

Current Planning processes all development applications for the City of Napa, including coordination of interdepartmental review, compliance with the requirements of the California Enviromental Quality Act, staff-level design review, and preparation of Planning Commission and City Council Reports. This division also responds to public inquiries regarding development and the City's review process, prepares amendments to the zoning ordinance, review of building permits and business licenses, and final inspection of on-site improvements for many approved projects. The Current Planning Division is also an initial contact point for violations of the zoning ordinance and zoning code enforcement matters. This division is the project manager for city initiated and privately initiated specific plans. This is where you can find information regarding use permits, variances, architectural reviews, parcel maps, rezoning, subdivision maps, lot line adjustments.

Administrative Services produces and distributes staff reports and resolutions; it also meets legal noticing requirements for the Planning Commission , Cultural Heritage Commission, and City Council and records the minutes of both the Planning Commission (minutes) and the Cultural Heritage Commission (minutes).

In addition, this Division provides staff support by providing customer service, preparing and distributing the Project Evaluation and Review Commitee (PERC) agenda and referrals, managing billing of all project fee accounts, preparing graphics and charts, coordinating travel arrangements, providing xeroxing, filing and retrieval services, and maintaining and uploading administrative forms.

The Planning Division is part of the Community Development Department.
