The Housing Authority administers housing rehabilitation programs for the cities of Napa and American Canyon, Calistoga and the Town of Yountville.  These programs provide low and no interest loans and grants to assist in home repairs for low-income residents.  Housing staff oversees the Project Management, including conducting a property inspection, documenting the scope of work, developing bid documents, conducting bid walks, facilitating the selection of eligible contractors, preparation of the rehabilitation contracts, management of the rehabilitation work for consistency with contract specification, and approval of all contractor payments. 

The Housing Division of the City of Napa has an Emergency Home Repair Program for low-income City of Napa homeowners.  If you are below 80% of Median Income for your family size (see Median Income Limits Chart below), you may qualify for free emergency home repairs.

Grant funds can be used to repair windows, doors, leaking roofs, plumbing and electrical problems and more. This program is available to owners of conventional homes, mobile homes, condominiums, and town homes.  Emergency Repair Program Application

The Housing Division also offers housing rehabilitation loan programs to both owner occupants and investor owners. Under the Housing Rehabilitation Program, owners and investors can apply for funds to repair or replace structural, mechanical, plumbing, electrical, roofing, water damage, painting, termite damage, energy conservation, correction of health and safety deficiencies and accessibility/mobility modifications.

The types of housing eligible for a housing rehabilitation loan include single family homes, mobile homes, multi-family homes, apartment buildings or other residential housing.

 

For Contractors 

Contractor Eligibility Guidelines for Housing Rehab Program: Contractors who are in good standing with the California Contractors State License Board and can meet the Housing Authority's insurance ($1,000,000 general liability with $2,000,000 aggregate coverage) and Worker’s Compensation requirements are eligible to bid on Rehabilitation projects. Any contractor interested in bidding on rehab projects can call our Contractor's Bidline. The bidline is a recorded message advertising new projects with information on how to obtain bid packages and is updated every Monday afternoon.

For Owner Occupants

Owner Rehabilitation Application / Solicitud para el Programa de Rehabilitación de Vivienda

Housing eligible for rehabilitation Loans must be the primary residence of the owner. The owner’s total household income must be at or below 80% of the area median income. The property must also be located in the City of Napa. 

Homeowners who are income eligible may qualify for a 20-year Deferred Payment Loan at 0% interest.  Owners of mobile homes may qualify for a forgivable loan.

Owner Rehabilitation Loan Information

This program is part of the City’s effort to preserve and improve the housing needs of low to moderate-income families.  Qualified property owners may be eligible to receive a no interest loan for home repairs and improvements, based upon the household’s total annual income and equity in the property.

In addition to providing low and no interest loans to eligible applicants, the Housing Division offers assistance throughout the application, loan and construction phases of work, including contractor appropriation and construction management.  

Funding is currently available to make repairs and improvements to both mobile homes and conventional homes.
