The City of Napa is a Charter City, and the Charter specifies the Council-Manager form of municipal government. The City Manager is selected by the Council and serves as the administrative head of the City government.
Mike Parness became Napa's City Manager on November 1, 2006. Coming to the position with 27 years as a professional municipal manager, his previous experience includes service as the City Manager of California citiies Walnut Creek and San Clemente, along with service in Renton, Washington. Mike holds a degree in Political Science from Santa Clara University and a Masters in Public Administration from California State University at Hayward.
