Darlene Colaso, IPMA-SCP
Human Resources Director

Darlene joined the City of Napa in April 2013.  She has 28 years of HR generalist experience with the last 10 years in municipal government HR administration.  She holds a Juris Doctor from John F. Kennedy University School of Law and she is a WOSH (Worker Occupational Safety & Health) Specialist, as certified by the University of California at Berkeley.  She also holds a professional certification (IPMA-CP) from the International Public Management Association for Human Resources (IPMA-HR).

As someone who believes that every employee offers a unique perspective to the City of Napa, Darlene is focused on positive, open and honest communications, with a focus on quality employee relations.  She aims to assist the City’s various departments by providing excellent human resource management services with a focus on an exceptional level of HR customer service.  Darlene is an extremely approachable department leader who welcomes your comments, questions and/or concerns regarding the Human Resources Department.

Jennifer Brizel
Assistant Human Resources Director

Jennifer joined the City of Napa in May 2016 with extensive public sector human resources experience and possesses a BSc in Industrial Psychology and MSc in Human Resources Management.

Jennifer is passionate about serving Napa and collaborating with employees and managers in developing strategies that will ensure alignment of best practices, quality of recruitment and selection, diversity inclusion and promotion of career development and engagement in order to recruit and retain Napa's most valuable resource - people!  This email address is being protected from spambots.  Joanne Fabia
 HR Management Analyst II

Joanne joined the City of Napa Human Resources Department in August 2016. As a Human Resources professional, Joanne describes herself as an ambitious, action-oriented “doer” with a high level of integrity and dedication to exceptional customer service. Chris Piper
Safety Officer

Chris joined the City of Napa Human Resources Department in February 2013, and brought nearly 20 years of experience in safety and Workers’ Compensation program management with him. Most of his career was spent in the ambulance industry, and he was recognized in 2002 by resolution of the California Legislature for his contributions to California’s emergency medical services.

Chris’s responsibilities with the City of Napa include administration of the workers’ compensation claims process, investigation of employee injuries/accidents, oversight of compliance with Federal and State safety regulations, safety training and communication, and being a resource on safety issues for all City employees. LeAnna Fisher
Personnel Assistant

LeAnna has been with the Human Resources Department since 1986, having started in the City of Napa’s Police Department in 1982. She has been involved over the years in all aspects of recruitment and workers compensation, when there was only the Director, herself, and a switchboard operator/clerk. She knew she wanted to work for the City from a very early age having worked with the Redevelopment Agency at age 14 counting people walking by what is currently Tarla restaurant (previously Gallenkamp’s Shoe Store). As a graduate and lover of philosophy, LeAnna’s desire is to provide “Golden Rule” (treat others as you would like to be treated) service delivery! Sarah Kors 
Recruiter

Sarah joined the City of Napa in November 2016.  Sarah possesses private and public sector full-cycle recruiting experience including strategy development and sourcing.  She is passionate about serving the City of Napa and is focused on ensuring the best quality candidates for our community.
