2014 General Municipal Election
The City of Napa conducts general municipal elections in November of even numbered years. For 2014, the City Council has called the General Municipal Election to be held on Tuesday, November 4, 2014. The 2014 General Municipal Election will include election of two members of City Council, and consideration of three ballot measures. Official notices for the 2014 General Municipal Election are provided below.
The City Council is comprised of one Mayor and four Councilmembers, each elected at-large for a four year term. The 2014 General Municipal Election will include election of two Councilmembers.

In accordance with the Elections Code Section 13112(b)(1)(C)(i),
A MEASURE EXPANDING THE BOUNDARIES OF THE RURAL URBAN LIMIT (“RUL”) LINE TO INCLUDE PROPERTY COMMONLY KNOWN AS THE “NAPA PIPE PROPERTY” WITHIN THE RUL
Shall the City expand the boundaries of the City’s rural urban limit line (“RUL”) by adding the 154 acre property known as the Napa Pipe Property inside the boundaries of the RUL, through an amendment to City Charter Section 180?
Shall the City update its personnel systems so the Personnel Director will be reclassified as the “Personnel Manager,” who will be hired and supervised by a department head using processes that apply to all classified City employees, through an amendment to City Charter Section 76.1?
Shall the City clarify the authority of the City Manager to hire “appointive officers,” including the Police Chief, the Fire Chief, and all department heads, through an amendment to City Charter Sections 75 and 76.1?

Voter registration forms must be filled out completely and postmarked or hand-delivered to the Napa County Elections Division at least 15 days before the election.
Voter registration forms are available through the California Secretary of State Website. The form must be printed out and returned with your signature.

Voter registration forms are also available for pick up at the County Elections Division, Napa County Library, the U.S. Post Office, or at the City of Napa City Clerk's Office.
You may register to vote if you meet the following criteria:
- You are a United States citizen.
- You are a resident of California.
- You are at least 18 years of age (or will be by the date of the next election).
- You are not in prison or on parole for conviction of a felony.
- You have not been judged by a court to be mentally incompetent to register and vote.
You will need to re-register to vote when:
- You move, change your name, or change your political party preference.
