Transportation Engineering Division
The Transportation Engineering Division (TED) is responsible for the implementation of traffic operations and safety monitoring, traffic signal Capital Improvement Projects, and citywide transportation planning. The Division supports the Public Works Department, responds to citizen requests related to traffic and parking, provides traffic impact review of development projects, provides support in the Traffic Management Plan implementation, and maintains the citywide Transportation Management Plan (TMP) traffic model.

Traffic Operations & Safety Monitoring: Maintains the Department's Crossroads traffic accident database and monitors the High Accident Locations (HAL) citywide. TED reviews accident data and patterns at critical locations and will begin pursuing safety improvements for the top 15 HAL spots.
Traffic Signals CIP Projects: Responsible for the planning and engineering design of traffic signals. TED will work on the Plans, Specifications, & Estimates (PS&E) for new traffic signals using consultant services.
Citywide Transportation Planning: Represents the City in inter-agency, multi-jurisdictional, and regional transportation planning initiatives. TED pro-actively works with the Napa County Transportation and Planning Agency (NCTPA), Napa County , Metropolitan Transportation Commission (MTC), Caltrans , and neighboring cities and counties to plan transportation solutions for shared problems.
Citizen Requests on Traffic & Parking: Responsible for the processing of citizen requests involving traffic and parking. Communicates with citizens and residents, conducts a field investigation, performs an engineering review, and make recommendations for potential improvements.
Traffic Impact Review of Development Project: Responsible for the technical review of traffic impact reports and studies conducted for private development projects seeking discretionary permits from the Planning Division. TED provides ongoing guidance to developers and their transportation consultants in preparing traffic impact reports that would satisfy California Environmental Quality Act (CEQA) and local regulatory guidelines.
TMP Traffic Model Maintenance: Responsible for maintaining the citywide TMP Traffic Model, which is composed of travel demand model (MinuTP) and traffic simulation model (SynchroPlus/SimTraffic). TED optimizes the transportation analysis from private development projects and external public agencies in generating future cumulative traffic volumes.
TMP Implementation Support: Provides technical review of proposed traffic detour plans and traffic management plans for the major construction involving the City's Capital Improvement Projects (CIP), flood control project, California Department of Transportation (Caltrans) projects and Encriachment Permits. City Guidelines are provided to assist in the preparation of plans for efficient review and approval.

The California Manual of Uniform Traffic Control Devices is the primary source of standards for traffic signs, signals and pavement markings.
California Vehicle Code Divsion 11 "Rules of the Road" provides State Laws related to the operation of vehicles on public streets.
California Department of Transportation Highway Design Manual provides Caltrans policies for the design of State Highway Facilities.
The former Traffic Advisory Committee provided advice and recommendations to the City Council, Planning Commission and staff on significant traffic related matters. All matters that were previsously directed to the TAC are now being handled by the Public Works Director.

Maps and Data
Citywide Traffic Signals are under the jurisdiction of two agencies; the City of Napa and Caltrans. The map provided (11x17) identifies which signals are under the control of each agency. Requests for service and/or changes for Caltrans controlled signals will be forwarded to Caltrans District 4 .
Citywide Speed Limits are prima facie (25MPH) unless determined greater by a Traffic Engineering Speed Survey. The map provided (11x17) indentifies the streets which have been studied and determined to be greater than 25MPH.
Citywide Count Book, Count Summary and Count Map are determined by the latest Functional Classification of streets as reported to the Federal Highway Administration and streets under study by either the Public Works Department or the Napa Police Department. State Highway Traffic Counts are conducted by the State of California Department of Transportation on a yearly basis.
Citywide Truck Routes are streets and portions of streets determined by the City Traffic Engineer and appropriately signed giving notice thereof, permitting the use of vehicles exceeding a maximum gross weight of three tons per the Napa Municipal Code Section 10.48.
Citywide Bike Plan Map is a planning document to locate existing bicycle facilities as well as target proposed bike improvements. The system is divided into three types, Class I Paths - Class II Lanes - Class III Routes according to the California Department of Transportation classification system. California Department of Transportation Division of Traffic Operations supports the Districts and partners in operating the state highway system safely, smoothly, and efficiently through a combination of strategies.
Napa County Transportation and Planning Agency operates the VINE, the Napa area’s bus system, oversee the planning and funding of paratransit, the maintenance and improvement of highways, streets and roads, and bicycle transit. The NCTPA helps promote air quality in the Napa region. The NCTPA also works with the Metropolitan Transportation Commission to coordinate funds from the Transportation Development Act (TDA) for transit, paratransit, streets and roads, and bicycle projects. Additionally, NCTPA serves as the Abandoned Vehicle Abatement Authority for the allocation of funds derived from vehicle registration fees.
