The Water Division is responsible for the operation, maintenance, and improvement of the municipal water system serving more than 88,000 people in the City of Napa and adjacent areas.  The Division is dedicated to providing a safe and reliable supply of high-quality drinking water for its residential, commercial, industrial, and institutional customers.  A comprehensive review of the City's water system is contained in the Urban Water Management Plan.  The Plan describes and evaluates water supply sources, projected demand, water conservation, and overall water service reliability through 2035.

Drought is over, but Waste Prohibitions remain in place:

sow logo smallWith Executive Order B-40-17 on April 7, 2017, the Governor officially terminated the Drought State of Emergency first declared in January 2014, but statewide water waste prohibitions remain in effect.  Napa has been practicing conservation and becoming more efficient in its water use over the past two decades.  Thanks to this longstanding conservation and our reliable water supplies, state-mandated water use reductions had not been required for the City after May 2016, and are now removed for all of California.  It is prudent to be efficient and use our precious water resources wisely; however, the 25% decrease in demand during the drought has resulted in reduced revenue available to operate, maintain, and invest in our water system.  Although water rates have historically been based primarily on the volume consumed, which is variable, most system costs are fixed, such as maintaining the extensive infrastructure necessary to treat and deliver water to customers.  Proposed changes to how our water is billed will be considered by City Council during the fall of 2017.
