Napa Redevelopment Successor Agency Oversight Board

 

This page will document actions and provide notifications related to Assembly Bill 1X 26, which dissolved all redevelopment agencies in California as of February 1, 2012. Prior to this date, the Napa Community Redevelopment Agency (NCRA) administered two redevelopment project areas: Parkway Plaza and Soscol Gateway.

The City of Napa is the "Successor Agency" to the former Napa Community Redevelopment Agency. An Oversight Board monitors and directs staff of the Successor Agency as part of the dissolution process, including the disposition of properties, contracts, leases, books and records, buildings and equipment, existing fund balances, and other obligations of the former NCRA.

This page will be updated from time to time as required under AB 1X 26.

RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS). The Oversight Board approves the ROPS for the upcoming fiscal year at a special meeting in late January to comply with the February 1st deadline for submittal to the State Department of Finance (DOF).  If there are disagreements on whether an item is ROPS-eligible, the item may be categorized as a "disputed item" until it is resolved.  DOF considers the official ROPS to be the non-disputed portions of the ROPS. 

On May 15, 2012, the City Council (as the governing board of the Successor Agency), approved the updated Enforceable Obligation Payment Schedule for August 1 through December 31, 2011, to reflect actual payments on enforceable obligations.

Councilmember Doris Gentry

Doris Gentry was elected to a four year City Council term in November 2016. 

Doris has lived in Napa since 1990. She has over 30 years of steadily advancing career work – including managing a corporation of 2,500 employees (producing 30,000 W2’s a year); owned a wood stove manufacturing plant; owned an Investment Banking operation in the Midwest; created an off-site bank for the SBA handling funding and loan decisions as a lender of SBA money and worked with city, county and state governments for infrastructure replacement in poor rural communities.

Unique talents, gifts and skills are needed to bring about collaborative relationships on a city, county and corporate basis. Doris has excelled in these ventures for three decades of building corporations, fund-raising and enhancing public agencies by: making them more creative; expanding consensus; instilling political/legislative savvy; enhancing board development; leading with focus and teaching/training staff. Helping a company grow and prosper has been a common denominator in the life of Doris Gentry.

Doris prefers to be a part of the ‘Think Tank’ of operations with a helicopter view of projects. At this level of planning she thrives for solutions before problems arise.

Doris and her husband Jim live in Browns Valley where they have shared their home with over 100 teen foster children. Jim and Doris have 4 children, 6 grandkids and 2 rescue adopted dogs.
