An Encroachment Permit (PDF) is required by the Napa Municipal Code whenever work is being performed in the public right-of-way, which includes the travel lanes and parking lanes on City streets, City sidewalks, and any other area designated as right-of-way.
If the work being performed disrupts normal traffic patterns, a Traffic Control Plan, following the Traffic Control Guidelines (PDF) must be provided with the application.

Sidewalk Cost Share Program
Transportation Permits are required by State Law when a trucked load exceeds the weight limits outlined in the California Vehicle Code. The City issues Transportation Permits whenever such a trucked load is proposed to operate within the City Limits. The Construction Division issues Annual Transportation Permits (PDF) and Single Use Transportation Permits (PDF).
Single-use Transportation Permit
A single trip transportation permit is a permit issued for a qualifying load or vehicle moving one way and returning unladen or with the same type of load, if requested, within the specified time limits of the permit.
Annual Transportation Permit
Annual permits are issued to qualifying vehicles for duration of one (1) year. Annual permits are limited to the following maximum dimensions, 14’6” high, 12’0” wide, and 75'0" length. They are also limited to street/bridge crossing routes and pilot car requirements as shown on the permit.
