Based on a 2023 Water Cost of Service Rate Study (PDF), the City of Napa adopted a rate increase to water service charges for all customer classes effective January 1, 2024. In compliance with Proposition 218, new rate schedules were set for a five-year period (through 2027) for single-family residential, multi-family residential, commercial, and irrigation customers, fire service charges, and elevation surcharges. The RateShare discount for low-income customers was also increased. The following documents chronicle City Council adoption of these new water rates:
- Special Notice of Public Hearing (PDF) - On September 22, 2023, this official notice was mailed to property owners and water customers served by the City of Napa Water System. The notice identified the proposed changes to water rates and rate structure, explained the need for the changes, provided a protest form with submittal instructions, and announced the Public Hearing of November 7, 2023. The notice complied with requirements of Proposition 218.
- September 19, 2023 City Council Staff Report (PDF) – City Council reviewed proposed water rate changes based on the 2023 Water Cost of Service Rate Study and authorized mailing of the Special Notice of Public Hearing in accordance with Proposition 218.
