PUBLIC INPUT OPPORTUNITY
The State of California Department of Housing & Community Development ("HCD") released a Notice of Funding Opportunity for the Permanent Local Housing Allocation ("PHLA") program. The City of Napa is eligible for grant funding through this program. The formula allocates $334,120 for housing activities and $15,910 for administration to the City for Funding Allocation Year 2019 and an estimated $1,909,260 over five years. Actual funding in future years will vary based on the amount of total PHLA funding.
In accordance with PLHA requirements, the City must prepare a 302(c)(4) Plan which establishes how the City intends to spend the allocation of PLHA funds.
The draft 302(c)(4) Plan can be viewed HERE. The City intends to spend the allocation of PLHA funds to: (1) continue the Junior Unit Initiative Loan Program, with create affordable rental units by providing homeowners with forgivable loans and technical assistance to create accessory dwelling units; and (2) provide funding for the operation of the South Napa Shelter which provides shelter to homeless in the community.
The Plan will be reviewed at a public hearing at the 3:00 p.m. session of the City Council meeting on July 21, 2020. Public comments on the Plan can be submitted by e-mail to [email protected] with the subject line "PHLA Plan" prior to July 20, 2020.

The Housing Division operates a variety of affordable housing programs in the City of Napa including first time homebuyer and rehab loan programs. The Housing Division also administers the City’s Community Development Block Grant (CDBG) Program and provides financing for the development of affordable housing. The City’s Housing Division also staffs the Housing Authority of the City of Napa (HACN). HACN provides Section 8 rental assistance countywide.
The Housing Division administers various Federal, State and local programs to assist the community by providing affordable housing and supportive services at all levels of affordability.
