The Housing Division currently administers housing rehabilitation programs for the cities of Napa and American Canyon, and Calistoga and the Town of Yountville. These programs provide low and no interest loans and grants to assist in home repairs for low-income residents  (see Median Income Limits Chart (PDF). Housing staff provide project management including:

  • Conducting a property inspection
  • Documenting the scope of work
  • Developing bid documents
  • Conducting bid walks
  • Facilitating the selection of eligible contractors
  • Preparing rehabilitation contracts
  • Managing the rehabilitation work for consistency with contract specification
  • Approving contractor payments

Emergency Home Repair Program

The Housing Division of the City of Napa has an Emergency Home Repair Program for low-income City of Napa homeowners. If you are below 80% of Median Income for your household size, you may qualify for free emergency home repairs.

Grant funds can be used to repair windows, doors, leaking roofs, plumbing and electrical problems and more. This program is available for owner-occupied homes, including single family homes, mobile homes, condominiums, and town homes. Applications are available English or Spanish.

Emergency Access Grants

The City of Napa also offers grants of up to $5,000 to make ADA/accessibility improvements to rental units. Tenants must be 50% of median income, and the landlord must authorize the improvements. 

Housing Rehabilitation Loan Programs

The Housing Division offers housing rehabilitation loan programs for both owner occupied and rental owners (Napa properties only). The types of housing eligible for a housing rehabilitation loan include single family homes, mobile homes, multi-family homes, apartment buildings or other residential housing.

Under the Housing Rehabilitation Program, eligible work includes, but is not limited to:

  • Accessibility/mobility modifications
  • Correction of health and safety deficiencies
  • Electrical
  • Energy conservation
  • Mechanical
  • Painting
  • Plumbing
  • Roofing
  • Structural
  • Termite damage
  • Water damage
