The Housing Rehabilitation programs provide no interest loans and grants to assist City of Napa residents with home repairs. The programs serve low-income residents whose household incomes are at or below 80% of area median income. 

For Homeowners

Grants / Subvención

Emergency home repair grants are offered for repair of windows, doors, leaking roofs, plumbing, electrical problems, and more. 

Benefits and restrictions include:

  • Grant of up to $5,000
  • Owner must occupy the residence
  • Owner must be low income
  • Construction management provided by the Housing Division

Grants are available for owner-occupied homes including single family homes (detached or attached), condominiums, and mobile homes. Additional program details can be viewed here / aqui en Español and applications are available hereaqui en Español.

Loans / Prestámos

Home repair loans are available for needed home repairs including foundation, structural, electrical, heating and cooling, windows, flooring, painting, insulation, and termite repairs, as well as disabled accessibility and energy efficiency improvements. 

Benefits and restrictions include:

  • 0% interest loans of up to $75,000
  • No monthly payments (loans due in 20 years)
  • Owner must occupy the residence
  • Owner must be low income
  • Construction management provided by the Housing Division
  • Mobile homes may qualify for a forgivable loan

For Landlords  and Tenants

Grants / Subvención

ADA and accessibility improvement grants are offered to make a rental unit accessible for a person with disabilities.

Benefits and restrictions include:

  • Grant of up to $5,000
  • Tenant must be low income
  • Tenant must be disabled
  • Construction management provided by the Housing Division

Loans / Prestámos

Rental repair loans are available for needed property repairs including foundation, structural, electrical, hearing and cooling, windows, flooring, painting, insulation, and termite repairs, as well as disabled accessibility and energy efficiency improvements.

Benefits and restrictions include:

  • 0% interest loans
  • No monthly payments (loans due in 20 years)
  • Loans up to $75,000 for a single family unit, $60,000 per unit for a duplex, $45,000 per unit for a triplex, etc.
  • Tenant must be low income
  • Owner must agree to keep the unit affordable for 10 or 20 years
  • Rent limit requirements
  • Construction management provided by the Housing Division

These programs are part of the City’s effort to preserve and improve the housing needs of low-income households.

 In addition to providing no interest loans and grants to eligible households, the Housing Division offers assistance throughout the application, loan, and construction phases of work, including bid administration and construction management.
