UPDATE: Current City Operations

The City of Napa Community Development Department’s Building, Planning, Economic Development, and Parking offices housed in the Community Services Building are closed to the public.

Staff are available by telephone to assist our customers with general inquiries and specific issues from 8:00am to 5:00pm Monday through Friday.

Our goal is to answer all calls as they are received, but if you receive voicemail, please leave a detailed message with your name, phone number, email address, and the address of the property you would like to discuss. You are also welcome to email us at the addresses provided below.

Community Development


The Community Development Department (CDD) provides community planning, development review and inspection services for the residents of Napa and the development community, and facilitates the permitting process in a manner that is consistent with City, State and federal standards.

General Plan & Zoning Ordinance

CDD also administers and maintains the General Plan and Zoning Ordinance, and prepares studies and documentation to address future planning needs.
