Toilet Replacement

Toilet flushes and leaks can eat up nearly 40% of your indoor water budget. If your residence contains toilets purchased before 1992, you may be using anywhere from 3.5 to 7 gallons with each flush. Today's High-Efficiency Toilets (HETs) do the job using just 1.28 gallons or less. So be sure to get those old water-wasters replaced!

City of Napa Toilet Retrofit Program

Since its inception in 1991, the "Toilet Retrofit Program" has saved the City more than 3 billion gallons of water. City of Napa water customers should first verify their eligibility, to do so Email the Water Conservation Specialist or call 707-257-9497.

Once eligibility is verified:

  1. Contact the plumber of your choice from the List of Participating Plumbers (PDF).
  2. Indicate that you are an eligible volunteer in the City of Napa Toilet Retrofit Program.
  3. Make arrangements with them to have your toilets replaced.

In a free Basic Retrofit, the participating plumber is obligated to:

  • Install white gravity-fed EPA WaterSense labeled HETs.
  • Remove all debris and materials from the replacement site.
  • Remove all existing toilets rated at 3.5 gallons per flush or more.
  • Test the new HETs to ensure they are functioning well without leaks.

Special Requests

Special toilet requests, such as dual-flush, pressure-assist, ADA height, or color other than standard white, are available at a fee negotiable with the plumbers. In general, you will pay the price difference between the special toilet and the basic model that would have otherwise been installed. The plumber may also charge for additional plumbing work or special fixtures not included in the free Basic Retrofit. Examples include:

  • Installation of a new angle stop
  • Installation of a new flex feed line from the angle stop to the new HET
  • Repair of damage revealed when existing toilets are removed

For the large majority of program participants, there is absolutely no cost for toilet purchase or installation! All participants sign a Certificate of Completion acknowledging that the work was done at their residence. The program is funded by developers who purchase these certificates to meet the City's water demand mitigation requirements for their new projects (e.g., hotels, housing subdivisions).


A Note on Toilet Flushing Performance

WaterSense labeled HETs save water with no tradeoff in flushing power. Most perform better than older high-water-use toilets in consumer testing. Despite the stringent standards met by today's toilets, some prospective participants still worry about flushing performance. To help alleviate those concerns and find the performance results for your HET, check out the latest Maximum Performance (MaP) Testing Report. This cooperative U.S/Canadian program has been evaluating toilet models since 2003. To become WaterSense labeled, an HET must achieve a MaP Flush Performance Score of at least 350 grams.
