Construction Division
The Construction Division oversees and inspects the construction of capital improvement projects, encroachment permits and development projects throughout the City of Napa. The Division also issues encroachment permits, transportation permits and administers the Sidewalk Repair program.
If the work being performed disrupts normal traffic patterns, a Traffic Control Plan, following the Traffic Control Guidelines (PDF) must be provided with the application.

The Sidewalk Cost Share Program (PDF) was enacted by City Council in 1990 to provide for more expedient repair of frontage improvements damaged by street trees throughout the City. The program allows property owners to replace street trees, sidewalk, curb, gutter, and driveway and receive a partial reimbursement from the City. The program is funded yearly by the General Fund.
**UPDATE: On October 6, 2020, City Council voted to approve an update to the Sidewalk Cost Share Program. Applicants will be eligible for reimbursement on costs up to 60% on items that are currently 50%. The update has an effective start date of January 2021. Encroachment Permits
An Encroachment Permit (PDF) is required by the Napa Municipal Code whenever work is being performed in the public right-of-way, which includes the travel lanes and parking lanes on City streets, City sidewalks, and any other area designated as right-of-way.If the work being performed disrupts normal traffic patterns, a Traffic Control Plan, following the Traffic Control Guidelines (PDF) must be provided with the application.
