[ARCHIVED] City Clerk Announces Commission and Committee Openings

The City Clerk is accepting applications from Napa Residents for a total of eighteen openings; five to serve on the Building and Fire Code Board of Appeals; one to serve on the Civil Service Commission, two to serve on Cultural Heritage Commission, five to serve on the Disability Access Board of Appeals, two to serve on the Napa Valley Transportation Authority (NVTA) Active Transportation Advisory Committee (ATAC), two to serve on the Napa Public Access Cable TV, and one to serve on the Parks, Recreation and Trees Advisory Commission.  Applications are available online for submission at www.cityofnapa.org and choose Boards Commissions & Committees form the City Clerk’s Page. Please submit application by 5:00 p.m. Friday, May 31, 2019.


The Building and Fire Code Board of Appeals is the local appeals board for the City of Napa regarding issues related to building and fire codes.  Each member should demonstrate knowledge, experience, and training in matters related to building construction and fire protection.  Three appointments shall serve concurrently on the Disability Access Board of Appeals.  Applicants must be City of Napa residents and registered voters.  The Board has no regular meetings and are called as needed.


The Civil Service Commission acts in an administrative capacity for the City Council on issues concerning personnel administration, classified service regulations, appeals by persons in the classified service regarding employment status or condition of employment, and provides recommendations to the City Council on salaries and new classifications in the classified service. The Civil Service Commission consists of five members. Two are appointed by the City Council, two are elected by classified employees, and one member is appointed by the other four Commission Members. These appointments shall be appointed by the City Council. The members of the Civil Service Commission must be residents of the City of Napa for a continuous period of at least one year immediately preceding appointment of the Commission and must be registered voters.  The Civil Service Commission meets on the third Monday of each month. Meetings begin at 5:15 p.m. in the Council Chambers at City Hall, 955 School St., Napa.


The Cultural Heritage Commission (CHC) is advisory to City Council on matters related to preservation of historic resources, particularly related to the Historic Preservation Element of the City’s General Plan.  This five-member Commission is the decision-making body for Certificate of Appropriateness (See NMC Chapters 2.70.060 and 15.52.)  Each member must be a full-time resident and registered voter of the City of Napa with the exception of two designated “preservation professionals” who may be either City or County residents.  Qualifications include a demonstrated knowledge or interest in historic preservation or a preservation related field the historic the historic resources of the city, architecture, or urban design. Two designated “preservation professionals” must have professional experience in the field of architecture, landscape architecture, history, architectural history, rehabilitation and construction, urban planning, or other historic preservation related disciplines.  One appointment shall fill the requirement of “preservation professional”. The CHC meets the second Thursday of each month at 5:30 p.m. in the City Hall Council Chambers, 955 School Street, Napa.


The Disability Access Board of Appeals is the “local appeals board” for the City of Napa for persons aggrieved by a determination made by the Chief Building Official or Fire Code Official in administering or enforcing the requirements under the Napa Municipal Code or the California Health and Safety Code Section 19955, et seq. regarding “public accommodations or facilities”. Two of the five members must be "physically handicapped persons" (as defined by California Health and Safety Code Section 19957.5). Three members serve concurrently as members of the Building and Fire Code Board of Appeals.  Applicants must be City of Napa residents and registered voters. The Committee has no regular meetings and are called as needed.


The Active Transportation Advisory Committee (ATAC) is an Advisory Committee to the Napa Valley Transportation Authority (NVTA), to promote and encourage safe bicycling and walking to further Napa’s goal of becoming a bicycle- and pedestrian-friendly city. The Committee consists of eleven members: four members representing the City of Napa; two members represent the County of Napa; two members represent the City of American Canyon; and the Town of Yountville, City of St. Helena, and City of Calistoga each have one member to represent their respective jurisdictions. The Committee meets every month, generally on the 4th Monday of each month at 5:00 p.m. at the NVTA's offices at 625 Burnell Street in Napa.


The Napa Public Access TV Board is the governing body to Napa Public Access Cable Television, Inc. (NPACT).  The Board is the decision-making body NPACT’s policies, projects, and budgets and makes recommendations concerning the noncommercial public, educational, and government television access in Napa County.  Eleven members, two of whom represent the City of Napa. The City representatives are appointed by the City Council. The remaining members represent a cross section of the community, including various governmental and educational jurisdictions. The Board meets every even month at 5:15 p.m. at Napa Public Access Cable Television office at 1600 Myrtle Street, Napa.


The Parks, Recreation and Tree Advisory Commission is advisory to City Council and the Parks and Recreation Services Director on matters affecting the acquisition, development and maintenance of parks within the city; public recreation; cultural activities of public interest; matters affecting development of privately and publicly landscaped areas within the city; and matters related to trees, tree preservation and arboriculture, including the review of city tree ordinances, policies and programs. The commission is also authorized to take action as the decision-making body for specified actions set forth in the Municipal Code, particularly related to appeals of decisions regarding planting and removal of city trees under Chapter 12.44 and the consideration of permits for activities affecting significant trees and appeals of determinations regarding activities affecting protected trees pursuant to Chapter 12.45.Seven voting members appointed by the City Council. One member is a non-voting high school student in the City of Napa. This recruitment is for the High School Representative. The Commission meets on the third Wednesday of every other month at 6:00 p.m. in the City Hall Council Chambers, 955 School Street, Napa.
