[ARCHIVED] City Clerk Announces Commission & Committee Openings

Want to make a difference in your community? Do you have expertise you could share? The City Clerk is accepting applications from Napa Residents for a total of nine openings; two to serve on the Bicycle and Trails Advisory Commission; two to serve on the Community Development Block Grant Citizens’ Committee, two to serve on Parks, Recreation and Trees Advisory Commission, four to serve on the Senior Advisory Commission.  Applications are available online for submission at www.cityofnapa.org and choose Boards Commissions & Committees form the City Clerk’s Page. The Bicycle and Trails Advisory Commission advisory to City Council and to the City’s Public Works Department on matters regarding bicycle transportation and bicycle and trail issues. Each member should demonstrate dedication as a bicyclist and/or training in the field of transportation, recreational trail planning, or engineering.  Applicants must be City of Napa residents and registered voters. The Bicycle and Trails Advisory Commission meets on the second Thursday of even-numbered months.  Meetings being at 4:00 p.m. in the City Council City Council Committee Room at City Hall, 955 School St., Napa.


The Community Development Block Grant (CDBG) Citizens’ Committee is advisory to City Council on matters regarding the assessment, planning, development, implementation and amendment of programs under the Community Development Block Grant program, a grant program to assist low and moderate income residents administered by the Federal Department of Housing and Urban Development (HUD).   Applicants must be City of Napa residents and registered voters.  Members may include representatives from the business community, disabled persons, youth, seniors, minority groups, low and moderate-income persons, others who are directly affected by the CDBG program. The CDBG Citizens’ Committee meets on the fourth Monday of the month on an as-needed basis, with supplemental meetings during the Community Development Block Grant application process during the spring of each year.  Meetings are held in the City Council Committee Room at City Hall, 955 School St., Napa.


The Parks, Recreation and Tree Advisory Commission is advisory to City Council and the Parks and Recreation Services Director on matters affecting the acquisition, development and maintenance of parks within the city; public recreation; cultural activities of public interest; matters affecting development of privately and publicly landscaped areas within the city; and matters related to trees, tree preservation and arboriculture, including the review of city tree ordinances, policies and programs. The commission is also authorized to take action as the decision-making body for specified actions set forth in the Municipal Code, particularly related to appeals of decisions regarding planting and removal of city trees under Chapter 12.44 and the consideration of permits for activities affecting significant trees and appeals of determinations regarding activities affecting protected trees pursuant to Chapter 12.45. Seven voting members appointed by the City Council. One member is a non-voting high school student in the City of Napa. At least three of the seven voting members shall be a person who demonstrates experience in one of the following identified fields: urban planning, park planning, park operations, park maintenance, recreation programming, horticulture, or arboriculture. The Commission meets on the third Wednesday of every other month at 6:00 p.m. in the City Hall Council Chambers, 955 School Street, Napa.


The Senior Advisory Commission makes recommendations to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Napa Senior Center, as well as, establishes short and long term goals for senior programs.  Applicants must be City of Napa residents and registered voters. One appointment shall fill the requirement of “senior agency representative” and two appointments shall fill the requirement of “senior community at large representative”.  Commission meets on the first Wednesday of every other month.  Meetings being at 2:00 p.m. at the Senior Center, 1500 Jefferson Street


The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary but are typically either two or three years. Most board members must be city residents and registered voters.
