Coronavirus (COVID-19) Updates

[ARCHIVED] Revised City Offices Updates Beginning Monday, March 23, 2020

Temporarily Closed

All public counters in City of Napa offices have been closed to the public, and open only on a by-appointment basis. Members of the public may request an appointment using the phone numbers listed below; and the City continues to receive and respond to correspondence via email or U.S. mail.

The City is implementing these changes in response to the unprecedented Coronavirus (COVID-19) pandemic. Stay up to date at www.cityofnapa.org/Coronavirus. Through these changes, including the use of social distancing and offering assistance and service over the phone, we can do our part to minimize COVID-19 exposure to City staff and the public. These closures and modifications include:


CITY HALL

Offices of the City Manager, City Clerk, & City Attorney and the Finance Department:

  • Available 8am to 5pm Monday through Friday by appointment only

 Community Services Building 

Public Works, Community Development – Building & Planning

  • Open Tuesday and Thursday from 9am to 3pm by appointment only for limited services to include permit and plan applications.  Inspection for projects currently under construction will continue by appointment.

Fire Prevention 

  • Available 8am to 5pm Monday through Friday by appointment only

Human Resources

  • Available 8am to 5pm Monday through Friday by appointment only

Housing Division

  • Available 8am to 5pm Monday through Friday by appointment only

Utilities Department

  • Available 8am to 5pm Monday through Friday by appointment only

Parks and Recreation

  • Available 8am to 5pm Monday through Friday by appointment only
  • Parks to remain open for passive use only during the health order under CDC guidelines. Recreation programs and facilities are closed until further notices. For full details see the City of Napa Parks and Recreation Closure Update media release.
  • All Community Centers (Senior Activity Center, Las Flores, Pelusi Building) will remain closed. However, CANV will continue the delivery of frozen meals to seniors on Mondays, Wednesdays and Fridays.

Police Department Lobby

  • The Police Department has suspended all public Live-Scan appointments, and the issuance of permits.
  • All other services are available by appointment only.

Although the City’s public buildings and facilities will be closed, much of our City staff will continue their duties with an emphasis on operating and maintaining critical infrastructure and public safety. All City staff will follow all protection guidelines provided by the Centers for Disease Control and the California Department of Public Health, including social distancing and frequent hand washing. Additionally, the Materials Diversion Facility and scalehouses will remain open.

Bill Payments & Other Front Counter Business

Water bill payments can be made via mail or the drop box located outside of City Hall. Additionally, staff is working diligently to enable online water bill payment. The goal is to have this implemented for the first billing cycle within the next 14 days. There will be no water shutoffs due to non-payment during this local emergency.

Business Licenses can still be obtained by submitting the paperwork and accompanying payment by mail or the drop box located outside of City Hall.

Garbage bill payments to Napa Recycling and Waste Services can be made online at [email protected], over the phone at (707) 255-5200 or at the drop box at the Payment Center at 598 Lincoln Avenue. Walk-in service at the Payment Center will be closed until further notice starting Wednesday, March 18th.
