During a routine audit by the County Auditor’s Office it was discovered that an additional year of the Stormwater System Tax Assessment – established by Ordinance No. 096-005 - was collected in error. This assessment was set to end on June 20, 2016, but was inadvertently added to the tax roll for Fiscal Year 2016/17. Steps are being taken to issue a refund to all City of Napa residents and businesses in the coming months. The full amount collected in error amounted to $409,783.37, which results in an average refund of $12 per parcel or single family property. Over the next few months, refunds will be mailed to those owed a refund.
There is no impact to the City’s General Fund; however, 2018 drainage improvement projects near Minahen Street and related paving will be delayed, perhaps by a few years. These projects may still be covered by other funds identified by the City, and this delay allows for time to make additional design changes or enhancements that may not have been possible before.
