[ARCHIVED] Meet Your Napa City Council

At the Dec. 8 virtual City Council meeting, the Napa City Council confirmed the results of the Nov. 3 general election and the City’s first district-based election. The results installed Scott Sedgley as the next mayor, Beth Painter as the new councilmember for District 2 and Bernardo “Bernie” Narvaez as the councilmember for District 4. 


Mayor Sedgley is the City’s 25th Mayor since the incorporation of Napa in 1872. He was first elected to the Napa City Council in 2012 and was re-elected in 2016. The Napa native currently represents the City on the Board of the Napa-Vallejo Waste Management Authority, the Napa Valley Transportation Authority (NVTA), the Watershed Information Center & Conservancy of Napa County and Napa County Local Agency Formation Commission (LAFCO). 

Sedgley began his career as a union carpenter and then served the Napa Fire Department for 32 years, retiring as a Truck Captain in 2011. His lifelong interest in local history has led to him serving on the board of the Napa Valley Opera House Board of Trustees and the Napa Valley Historical Society as well as dedicating more than three decades as a docent at the Bale Grist Mill State Historical Site. Sedgley and his wife Linda have two grown children and two grandchildren, who all live in Napa. 

Councilmember Painter is a first-generation Trinidadian-American who has lived in Napa with her husband Brooks and two children since 1995. Painter earned her bachelor’s and master’s degrees in earth science and began her career with the U.S. Geological Survey and then transitioned to land use and planning. She has worked in both County government and in the private sector as a planner, including running her own small consulting business.

Painter has served on many boards, commissions and committees including the Napa City Planning Commission, Napa Resources Conservation District Board, Napa County General Steering Committee and the Napa County Watershed Task Force.

Iraq War veteran and business owner Narvaez is raising two daughters in Napa with his wife Gaby after immigrating from Mexico to California in 1990. He served in the U.S. Marine Corp for six years and now serves families and small businesses through Narvaez Insurance, a business he started with his father in 2008. Narvaez previously worked as a Parks and Recreation Commissioner and Vice-Chair for Napa’s 2040 General Plan update and currently represents veterans as the vice-chair of the Napa County Veterans commission. 

Narvaez co-founded the Napa County Latinx Democratic Club and currently serves as the president of the Napa County Hispanic Chamber of Commerce. He is also an active member of the Napa Sunrise Rotary and the Napa Marines Corps League.

The newly elected members will join Liz Alessio and Mary Luros who were both elected at-large in 2018. Alessio previously worked as a Parks and Recreation Commissioner and Luros currently represents the city for the Napa Sanitation District and the Napa-Vallejo Waste Management Authority.  The office of Councilmember in District 1, where Alessio currently resides, the office of Councilmember in District 3, where Luros currently resides, will be on the ballot for consideration in 2022.
