Some Meeting Bodies to Resume In-Person Public Attendance

In Person Meetings

After reviewing new COVID-19 guidelines, consistent with Center for Disease Control (CDC), CalOSHA guidance, as well as the Governor’s recent action of lifting various COVID restrictions of June 15, 2021, City staff has been evaluating the return to in-person public meetings. The City’s top priority remains the health and safety of our employees and the public we serve, therefore the continued goal is to strike a balance between ensuring health and safety, while also trying to ease restrictions in line with State guidelines as we move towards pre-pandemic operations.

With that said, beginning the week of July 19, 2021 we will begin a phased approach on reopening for in-person attendance at public meetings as follows:

Beginning the week of July 19, 2021, the following meeting bodies will re-open for in-person public attendance as follows: 

  • City Council
  • Housing Authority of the City of Napa
  • Nomination Committee
  • Civil Service Commission
  • Cultural Heritage Commission
  • Planning Commission (first in-person meeting will be August 19th)
  • Public Financing Authority (PFA)
  • Senior Advisory Commission

 We will maintain the following protocols for in-person attendance:

  • All participants (Council, Commission and Committee Members, City staff, and members of the public) must wear masks.
    • Extra masks will be made available in the back of the room at each meeting
  • With proper notice and valid reason, commission members, staff, and/or consultants may appear virtually via TEAMS
  • Public comment will be provided in person. Written comments will continue to be accepted as part of the records as per our existing Norms of Operation and Rules of Order and Procedures as outlined in R2016-005 and R2016-006 but will no longer be read aloud.
  • Plexiglass partitions have been installed between each seat on the dais
  • Plexiglass barriers have been installed in front of the speaker’s podium
  • Hand sanitizer dispensers have been installed in the chamber

The following meeting bodies will continue to meet virtually, via zoom, in compliance with the Governor’s Executive Orders N-29-20 and N-63-20 which have been extended to September 30, 2021 under Executive Order N-08-21.   

  • Bicycle and Trails Advisory Commission
  • Building and Fire Code Board of Appeals
  • Community Development Block Grant Advisory Committee
  • Disability Access Board of Appeals
  • General Plan Advisory Committee
  • Parks, Recreation and Trees Advisory Commission
  • Public Art Steering Committee

Because the impacts of COVID-19, and the City’s actions in response, continue to evolve, City staff will reassess protocols periodically.
